Synopsis

A CARJ CREW; AFTER LNDG AT AVP; EXITED THE RA TXWY A THAT WAS NOTED AS CLOSED ON THE ARPT DIAGRAM.

Narrative

NIGHT VMC PREVAILED AS WE APCHED AVP FROM THE SW. ATIS ADVISED THAT TXWY A WAS CLOSED; BUT TXWY A WAS NOT DEPICTED ON OUR COMMERCIAL CHART ARPT DIAGRAM. A SMALL NOTE ON THE VERY BOTTOM OF THE DIAGRAM STATED THAT TXWY C WAS CLOSED; BUT TXWY C WAS ALSO NOT DEPICTED. DUE TO RUGGED TERRAIN/RIDGES SURROUNDING THE ARPT; WE HAD DECIDED TO REQUEST RADAR VECTORS FOR THE ILS 22. THE APCH AND MISSED APCH PROCS WERE BRIEFED AND A R TURN ONTO TXWY B WAS THE EXPECTED RTE TO THE GATE. ON SHORT FINAL FOR RWY 22; IT APPEARED THAT SEVERAL ACFT WERE IN LINE ON TXWY B N OF RWY 10/28 AWAITING TKOF. DURING ROLLOUT; WE REACHED TAXI SPD IN THE VICINITY OF THE CLOSED INTERSECTING RWY. TWR'S NEXT INSTRUCTION WAS 'ANY R TURN; TO THE RAMP WITH ME.' SO; I FOLLOWED THE NEXT AVAILABLE YELLOW LINE CURVING OFF OF THE RWY AND ONTO A TXWY THAT LED DIRECTLY TO THE RAMP. AS I COMMITTED TO THE TURN BY FOLLOWING THE YELLOW STRIPE; THE TXWY DESIGNATION SIGN CAME INTO VIEW. IT WAS TXWY C. TXWY C WAS REALLY ONLY LONG ENOUGH FOR THE TAIL TO CLR THE HOLD LINE BEFORE IT INTERSECTED TXWY B AT THE RAMP. ATC MADE NO COMMENTS OR COMPLAINTS. IF TXWY C REALLY WAS CLOSED; THEN THE ONLY R TURN THAT WOULD HAVE BEEN AVAILABLE WAS TXWY B ANOTHER 1500 FT DOWN THE RWY. IN THAT CASE; THE USE OF THE WORD 'ANY' SEEMS MISLEADING AND THE PHRASING; 'R TURN AT BRAVO; TO THE RAMP WITH ME...' WOULD HAVE BEEN MUCH CLR.' TXWY C WAS IN ABSOLUTELY NO WAY MARKED CLOSED. THE PAVEMENT MARKINGS WERE STANDARD. THE SIGNAGE WAS ILLUMINATED AND STANDARD. AND THE BLUE TXWY EDGE LIGHTS WERE ILLUMINATED AND STANDARD. THERE WERE NO BARRICADES; LIGHTS; OR SIGNS TO INDICATE A CLOSURE. THERE WAS NO EVIDENCE OF CONSTRUCTION ACTIVITY ANYWHERE NEAR TXWY C; AND THE COMMERCIAL CHART ARPT DIAGRAM HAVING THE NOTE ABOUT TXWY C BEING CLOSED WAS DATED MAY/FRI/02. CALLBACK CONVERSATION WITH AN AVP TWR SPECIALIST REVEALED THE FOLLOWING INFO: THE ARPT DIAGRAM; AS IT WAS PRESENTED IN THE MAY/FRI/02 COMMERCIAL CHART REVISION; DOES NOT REFLECT THE LATEST TXWY/RWY DESIGNATIONS. BECAUSE THE ENTIRE TERMINAL IS GOING TO BE RELOCATED; NUMEROUS CHANGES WILL BE TAKING PLACE AS WORK CONTINUES TO THIS END. UPDATES TO THE CHART PROVIDER WILL BE FORTHCOMING IN AN EFFORT TO KEEP THE INFO AS CURRENT AS POSSIBLE.
