Narrative
FINAL APCH TO MKE RWY 7R. AT APROX 2 MI FINAL AN ACR Y; B727; HAD BEEN APPARENTLY CLRED FOR TKOF AND BEGAN TO ROLL. WE INITIATED A GAR AND PROCEEDED TO TURN TO 090 DEGS IN ORDER TO AVOID THE TKOF RWY AND THE OTHER ACFT ON TKOF ROLL. WE ANNOUNCED GO AROUND AS TWR DIRECTED US TO GO AROUND (WE HAD ALREADY COMMENCED THE GAR BEFORE TWR TOLD US TO); AS I TURNED ON THE SLIGHTLY DIVERGENT HEADING AND CLBED (AS DIRECTED) TOWARD 3000 FT MSL. PRIOR TO REACHING 3000 FT (APPROX 2000+ FT) TWR DIRECTED ME TO A 340 DEG HDG. I LOOKED OUT TO MY L AND SLIGHTLY DOWN AND NOTICED THE B727 CLBING PARALLEL TO ME (VERY CLOSELY). HE WAS PROBABLY AT 1000+ FT. I TOLD TWR THAT I WAS NOT GOING TO TURN TO THE ASSIGNED HEADING AS I WOULD THEN BE CONVERGING INTO THE PATH OF THE B727. HE (TWR) REITERATED THE ORDER (AS I RECALL). IN ANY EVENT I REFUSED THE ORDER AND DECLARED AN EMER OVER THE RADIO. HE THEN DIRECTED 090 DEGS/3000 FT. I COMPLIED. APPARENTLY THE 2 AIRPLANES REACHED SAFE SEPARATION; AT WHICH TIME I RECEIVED AND ACCEPTED VECTORS FOR ANOTHER APCH. APCH AND LNDG UNEVENTFUL. APPARENTLY SEVERAL PAX SAW THE OTHER ACFT ON THE GAR. I FELT IT NECESSARY TO DECLARE AN EMER AS I HAD CLR VISION OF WHAT I REASONABLY BELIEVED WOULD RESULT IN POSSIBLE COLLISION WITH THE OTHER ACFT.
