Synopsis

B757-200 CREW ALMOST HAD A RWY INCURSION OF RWY 28 ON TXWY E AT BWI.

Narrative

AFTER PUSHBACK; WE WERE CLRED BY GND CTL TO TAXI FROM RAMP TO 'TAXI TO RWY 28.' I EXPECTED THE CAPT TO TAXI TXWYS E AND P TO RWY 28. EVERYTHING WAS ROUTINE AND THERE WERE NO INTERNAL/EXTERNAL DISTRACTIONS UP TO THE POINT WE NEARLY ENTERED RWY 28 AT TXWY E. ON TXWY E; AS THE NOSE OF OUR PLANE CROSSED PERPENDICULAR TO THE TXWY P CTRLINE; I RECOGNIZED THE CAPT WAS NOT GOING TO TURN. I IMMEDIATELY TOLD HIM TO STOP; WHICH HE DID. GND CTL CALLED US; TOLD US WE'D MISSED OUR TURN; AND ASKED IF WE'D CROSSED THE HOLD SHORT LINE. WE WERE VERY CLOSE; AND I WASN'T SURE. I SAID WE WERE CLOSE; MAYBE ON TOP OF IT. AN ACR ACFT ON TXWY P CALLED GND AND SAID WE WERE NOT ACROSS THE HOLD SHORT LINE. A RWY INCURSION HAD NOT OCCURRED; BUT NOT BY MUCH. WE WERE SUBSEQUENTLY CLRED TO BACK TAXI ONTO RWY 28; TURN OFF AT THE NEXT INTXN; AND BACK ONTO TXWY P. THE SUBSEQUENT TAXI; TKOF; AND DEP WERE ACCOMPLISHED WITHOUT INCIDENT. THE PROB WAS CAUSED BY; 1) THE CAPT EXPRESSING HIS FAMILIARITY WITH THE ARPT AND NOT CONFIRMING OUR TAXI RTE WITH THE ARPT DIAGRAM; 2) ME NOT VERBALIZING THE RTE TO THE CAPT; 3) THE CLOSE PROX OF THE RWY TO THE TXWY AT THAT INTXN; AND 4) GND CTL NOT SPECIFYING A TAXI RTE TO THE RWY. THE CAPT AND I DISCUSSED WHAT WENT WRONG; AND WE EACH LEARNED SOMETHING VALUABLE. I THINK THIS IS A PARTICULARLY DANGEROUS INTXN. ON A BRIGHT; SUNNY DAY; YELLOW LIGHTS AREN'T VERY EFFECTIVE. THERE SHOULD BE RED STOP LIGHTS MARKING THE RWY HOLD SHORT LINE (OR FLASHING RED LIGHTS OF SOME SORT). FINALLY; GND CTL SHOULD BE STATING THE TAXI RTE TO OUR DEP RWY (ACR X; TAXI TXWYS E; P TO RWY 28).
