A CANADAIR CL65 WAS DISPATCHED IN NON COMPLIANCE WITH #2 REVERSER LOCKED IN FORWARD THRUST PER THE MEL BUT SPECIAL PROCS WERE INCOMPLETE.
Narrative
#2 THRUST REVERSER WAS BEING LOCKED OUT AND DEFERRED BY CONTRACT MAINT. LOGBOOK WAS SIGNED AND DISPATCH RELEASE AMENDED. AFTER TKOF FROM ZZZ; TWR CALLED AND SAID ACR X DISPATCH WANTED US TO RETURN AND LAND AT ZZZ. TWR GAVE US A HDG AND ALT FOR RADAR VECTORS TO ILS RWY 6. WE COMPLETED THE CLB; 10000 FT; CRUISE AND DSCNT CHKLIST. THE APCH TO RWY 6 WAS BRIEFED AND THE APCH CHKLIST COMPLETED. APPROX 2-3 MI FROM INTERCEPTING THE LOC; TWR CALLED BACK AND SAID ACR X DISPATCH WANTED US TO CONTINUE TO ZZZ1 AND CALL DISPATCH WHEN ABLE. WE WERE GIVEN A HDG AND ALT AND CONTINUED ON TO ZZZ1. ABOVE 10000 FT; THE CAPT CALLED ZZZ2 RADIO AND THE CALL WAS PLACED TO ACR X DISPATCH. DISPATCH SAID THAT ZZZ MAINT DIDN'T PLACE A DUST COVER OVER A CANNON PLUG. THE CAPT ASKED; WAS TOLD AND ASSURED THAT THIS WAS NOT A SAFETY OF FLT ISSUE. WE WERE ASSURED AGAIN BY DISPATCH THAT THE ACFT WAS SAFE TO FLY AND THE DUST COVER WAS NOT REQUIRED ON THE CANNON PLUG FOR FLT. WE CONTINUED ON AND LANDED UNEVENTFULLY AT ZZZ1.
