A CANADAIR CRJ700; AFTER ROTATION; DECLARED AN EMER AND DIVERTED DUE TO SMELL OF STRONG BURNING ODOR CAUSED BY ENG COMPRESSOR WASH RESIDUE.

Narrative

UPON TKOF FROM RWY 36R; AFTER ROTATION; AFT LAVATORY WARNING ILLUMINATED ON EICAS. FLC AND INSPECTOR XXX SMELLED STRONG BURNING ODOR. FLT ATTENDANT #1 NOTIFIED THE FLC OF STRONG BURNING ODOR. WE LEVELED OFF; DECLARED EMER; REQUESTED '06' CFR AND A RETURN LAND RWY 36L. WE LANDED WITHIN NORMAL LIMITS. ON DOWNWIND SMOKE WARNING EXTINGUISHED AND '08' ODOR DIMINISHED. WE COORDINATED WITH #1 FLT ATTENDANT TO EVAC THROUGH MAIN CABIN DOOR BECAUSE OF DIMINISHED THREAT. THE PAX EVACED WITHOUT INJURY OR INCIDENT IN A CALM AND ORDERLY MANNER. WE SOLICITED MEDICAL AND EMOTIONAL NEEDS OF THE PAX; BUT ALL DECLINED MEDICAL AID AFTER SEVERAL INQUIRIES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT 1 OR BOTH ENGS HAD THE COMPRESSORS WATER WASHED ON THE OVERNIGHT LAYOVER AND THE RESIDUE REMAINED ON THE COMPRESSOR BLADES. THE RPTR SAID AT HIGH PWR ON TKOF THIS RESIDUE CONTAMINATED THE PNEUMATIC BLEED AIR USED FOR AIR CONDITIONING. THE RPTR STATED NO SMOKE WAS SEEN IN THE COCKPIT; BUT A VERY STRONG BURNING ODOR WAS NOTED. THE RPTR SAID THE ACFT WAS EVACED WITH NO INJURIES TO PAX OR CREW. THE RPTR STATED THE COMPANY HAS SUSPENDED ENG COMPRESSOR BLADE WASHING UNTIL A NON CONTAMINATING PROC IS FOUND.
