AN AIRBUS 320 WAS DISPATCHED IN NON COMPLIANCE WITH 2 DEFERRED ITEMS THAT WERE IN CONFLICT WITH THE MEL.
Narrative
PRIOR TO DEP; MAINT CALLED TO DEFER #2 PACK 5 MINS PRIOR TO DEP. AFTER A QUICK CHK OF ORIGINAL PLAN AND THE OP ITEM (2151B); I OK'ED THE DEFERRAL. I THEN SENT AN ACARS TO CREW INFO AMEND RELEASE 1 TO SHOW '#2 PACK INOP.' MAINT CALLED ME BACK AT ABOUT XA18Z TO INFORM ME THAT THEY COULDN'T DEFER THAT ITEM DUE TO AN ITEM ALREADY ON THAT ACFT. I EXPLAINED THAT I SHOWED THE ONLY OTHER ITEM WAS A 'NO AUTOLAND ANNUNCIATOR FAILURE.' SHE THEN SAID IT WAS DEFERRAL X AND NOTICED DEFERRAL WAS 'ON ENG SHUTDOWN; VENT AVIONICS SYS.' SHE SAID BOTH OF THOSE ITEMS COULD NOT BE DEFERRED AND PLANE WAS TO RETURN. A LOOK AT THE MONITORING RECORD SHOWED THE FLT WENT AIRBORNE AT XA16. I SAID WE WERE AIRBORNE AND I WOULD GET BACK. I SENT AN ACARS TO CREW STATING THE ISSUE AND THEY REPLIED WITH A 'CALL ME.' I PATCHED THE CREW IN WITH MAINT CAPT THAT RETURNING BACK TO ZZZ THROUGH FREEZING PRECIP WOULD NOT BE BETTER THAN CONTINUING TO DEST. CAPT EXPLAINED ALL WAS NORMAL; CABIN PRESSURE DIFFERENTIAL OK AT 7.7 AND CABIN ALT WAS AT 5700 FT. FLT CONTINUED TO ZZZ1 AND THE EVENTUAL FLT AND LNDG WERE UNEVENTFUL.
