Synopsis

A DEP CRJ HAS A POTENTIAL CONFLICT WITH A DEP A10 MIL ACFT WHILE ON DEP FREQ WITH CTLR AT TUS; AZ.

Narrative

DEPARTED TUS RWY 29R WITH ASSIGNED HDG OF 300 DEGS AFTER TKOF. DEP CTL SUBSEQUENTLY TURNED US TO 310 DEGS; FOLLOWED APPROX 1 MIN LATER WITH A TURN TO 070 DEGS TO JOIN THE DEP. 1/2 WAY THROUGH THE TURN; WE RECEIVED A TA; FOLLOWED QUICKLY BY AN RA TO DSND; AT ABOUT THE SAME TIME THE CTLR WAS ADVISING US OF THE TFC. THE CAPT (PF) DISENGAGED THE AUTOPLT; REVERSED THE CLB TO A DSCNT AND DSNDED APPROX 500 FT. AN A10; PROBABLY DEPARTING OUT OF DAVIS MONTHAN AFB; PASSED APPROX 1/2 MI OFF OUR R WING AND 1000 FT ABOVE US. AFTER THE CLR OF TFC CALL; WE REINITIATED OUR CLB AND RESUMED THE DEP. THIS WAS A POTENTIALLY DISASTROUS SIT WHICH; I BELIEVE; WAS CAUSED BY LACK OF COORD ON THE GND AND THE FACT THE A10 WAS ON A UHF FREQ AND THE AIRLINER ON VHF. I AM SURE THE TUS DEP CTLR WOULD NOT HAVE KNOWINGLY VECTORED US INTO A MIL FIGHTER; SO I WOULD ADVISE LOOKING CLOSELY AT THE PROCS IN PLACE FOR THE COLLATION OF MIL AND CIVILIAN TFC; ALONG WITH THE EXISTING SAFEGUARDS FOR SEPARATION. I DON'T BELIEVE THE A10 EVER SAW US AND WE INITIATED THE EVASIVE ACTION FROM THE TCASII RA; BEFORE VISUAL CONTACT WITH THE A10.
