B757-200 CREW HAD A R PACK INOP EICAS MESSAGE BEFORE TKOF. THE CREW DID NOT GET THE MAINT CTLR TO MEL THE PROB. THERE WAS AN FAA MAINT INSPECTOR ON THE COCKPIT JUMP SEAT.

Narrative

#2 IN LINE FOR TKOF RWY 26L; 'R PACK INOP' LIGHT ILLUMINATED AND 'R PACK INOP' MESSAGE APPEARED ON EICAS DISPLAY. FAA MAINT INSPECTOR RIDING ON THE JUMP SEAT. THE FO PULLED OUT THE NON-NORMAL CHKLIST; TURNED TO SECTION 2 'AIR SYS' AND FOLLOWED THE CHKLIST. PROC DIRECTED THE PACK SELECTOR TO BE PLACED TO 'STANDBY-N' AT WHICH TIME THE EICAS MESSAGE DISAPPEARED AND PACK LIGHT WENT OUT. AIR CONDITIONING PACK FUNCTION WAS RESTORED AND THE AUTOTEMP FUNCTION WAS INDICATED AS INOP. AT THIS POINT; ATC CLRED US FOR TKOF AND THE BEFORE TKOF CHKLIST WAS COMPLETED. ACFT WAS TAXIED ONTO RWY AND FO MADE TKOF ON RWY 26L. FLT PROCEEDED TO DFW WITHOUT INCIDENT. FAA INSPECTOR MADE NO MENTION OF INCIDENT. MALFUNCTION WAS WRITTEN UP AFTER FLT IN ACFT LOGBOOK. FAR'S PROHIBIT OPERATING A FLT WITH A KNOWN MALFUNCTION. TIME PRESSURE FROM BEING IN LINE AT A BUSY MAJOR ARPT; A LESS THAN CLEAR-CUT INDICATION THAT A MALFUNCTION STILL EXISTED WHEN ALL LIGHTS WENT OUT; AND FATIGUE FROM BEING THE LAST LEG ON A 4-DAY ROTATION ALL CONTRIBUTED TO VIOLATING THE FAR. DO NOT LET CTLING AGENCIES OR OTHER CREW MEMBERS RUSH THE ORDERLY ACCOMPLISHMENT OF CHKLISTS. TAKE TIME TO ENSURE ALL REQUIREMENTS ARE COMPLETE ANY TIME AN 'OUT OF THE ORDINARY' EVENT OCCURS.
