Narrative
ACR LANDED RWY 26R; HOLD SHORT RWY 26L AT B6. TOLD TO CROSS RWY 26L (CLRED ACROSS) AND 'CONTACT ATC GND; CLRED TO RAMP.' CREW NOTICED '2' CRJ TAXIING ON TXWY F TOWARDS RWY 26L AT APPROX RAMP X AREA. (THE PROCS AT ATL ARPT WHEN TAXIING CLR OF RWYS IS IF GND FREQ HAS XMISSION AND YOU CANNOT COMMUNICATE; PROCEED TO YOUR RAMP.) WELL; THE GND FREQ HAD TFC ON IT. THE TXWY WAS CLR AND I HAD JUST BEEN THROUGH RECURRENT GND SCHOOL JUST THIS PAST MONDAY. A PERSON FROM ATC DOES A SPEECH FOR ABOUT 2 HRS ON OPS IN/ON ATL ARPT JUST LIKE ALWAYS. THEY STATE; IF YOU HAVE BEEN CLRED TO GNN; BUT CANNOT XMIT (TFC HAS IT TIED UP); JUST CONTINUE TO YOUR SPOT. NOW IT WAS OBVIOUS THERE WAS NOT GOING TO BE A CONFRONTATION BTWN OUR ACFT AND THE 2 CRJ'S TAXIING BECAUSE IT APPEARED THEY WERE STOPPING/SLOWING UP TO ALLOW US TO THE RAMP. SO I CONTACTED RAMP X AND THEY CLRED US TO THE GATE. LATER; RAMP TWR INSTRUCTED US TO CALL ATC. WE CONTACTED TWR AND THEY INFORMED US OF A RPT FROM THE CRJ THAT WE 'CUT THEM OFF.' MY CAPT TOLD ATC IT APPEARED THAT THE CRJ WAS STOPPING. FROM OUR UNDERSTANDING; IF GND FREQ IS BUSY; RATHER THAN STOPPING AFTER CLRING RWY; WE ARE TO KEEP MOVING. ATL TWR SUPVR TOLD CAPT THAT 'THIS IS NOT THE PROC AT THIS OR ANY OTHER ARPT! WE ARE TO STOP AND CONTACT GND.' IF IT DID NOT APPEAR THAT THE CRJ WAS STOPPING; WE WOULD HAVE STOPPED! (OBVIOUSLY); WE ASSUMED THEY WERE GIVEN A HOLD SHORT CLRNC FOR OUR ACFT TO CONTINUE; SINCE GND CTL DID NOT TELL US TO HOLD SHORT OF ANYTHING. WE CONTINUED AS DIRECTED PER OUR GND TRAINING FROM FAA REPRESENTATIVE.
