Narrative

LAST CLRNC RECEIVED FROM JAX CTR WAS TO DSND AND MAINTAIN 4000 FT AND EXPECT THE VISUAL APCH FOR RWY 18. WE HEARD ACFT Y XMIT ON FREQ; BUT WE STARTED TO LOOSE JAX CTR XMISSIONS AT 4000 FT. WE THOUGHT WE HEARD A GARBLED XMISSION FOR ACFT Y TO CLB TO 'THREE THOUSAND.' WE WERE AT 4000 FT AND APPROX 2 MI FROM THE SZW VOR. WE DID NOT SEE ACFT Y VISUALLY; BUT SAW THE ACFT Y ON TCAS; WITH A TRENDING CLB. AFTER ABOUT 10 SECONDS WITH NO FURTHER XMISSIONS; OR XMISSIONS HEARD; I TOOK IMMEDIATE ACTION TO DSND FROM 4000 FT FOR RWY 18 IN TLH. WE DID GET A TA FROM TCAS; BUT NO RA IN DSCNT. WE HEARD NO FURTHER XMISSIONS FROM JAX CENTER AT ALL. THIS HAS BEEN AN ONGOING PROB WITH THE CTR FREQ THAT WE GET WHILE APCHING OR DEPING TLH LATE AT NIGHT WHILE THE TWR IN TLH IS CLOSED. AFTER LNDING; ACFT Y HAD TO RELAY XMISSIONS FOR ANOTHER JAX CTR FREQ; SO WE COULD CANCEL THE IFR FLT PLAN. THEY; JAX CTR; QUERIED US AS TO WHETHER OR NOT WE SAW THE TFC LEAVING TLH. I EXPLAINED; BRIEFLY THE SITUATION; AND THEY SAID; 'OKAY; WE GOT A LITTLE NERVOUS THERE WHEN YOU STARTED TO DSND; CANCELLATION RECEIVED; FREQ CHANGE IS APPROVED; GOOD NIGHT.'
