Narrative
TALKING TO ZNY. LEVELED OFF INTERMEDIATELY AT 13000 FT MSL DURING CLB. I WAS PNF GIVING IOE TO A NEW FO. ATC CALLED OUT TFC 2 O'CLOCK POS; A JETSTREAM AT 14000 FT AND I HEARD SEBOUND. ADVISED ATC WE HAD TFC IN SIGHT. ATC ISSUED A VISUAL CLB TO 17000 FT. SINCE WE WERE NWBOUND AND HAD THE TFC IN SIGHT; I ACCEPTED THE CLRNC. THE FO ASKED ME IF HE SHOULD JUST CLB UP TO 17000 FT AND I SAID YES; AS I HAD THE TFC AND AGAIN THOUGHT HE WAS SEBOUND. AS SOON AS THE PF STARTED THE CLB; THE TCASII ISSUED A TA 'TFC; TFC.' I TOLD THE FO TO STOP THE CLB FOR A MOMENT. HOWEVER; HE ALREADY DIALED IN A 2000 FPM UP VERT SPD AND WAS AT CLB THRUST. I TOLD HIM TO LEVEL HIS CLB RATE IMMEDIATELY; AT WHICH POINT THE TCASII GENERATED AN RA 'DSND; DSND.' HE DISCONNECTED THE AUTOPLT; BUT TOOK A LOT OF PROMPTING FROM ME TO GET THE NOSE DOWN AND REDUCE THRUST. WE REACHED 13500 FT MSL AND CAME WITHIN 1 NM OF THE JETSTREAM. WE FINISHED THE RECOVERY BACK AT 13000 FT; AT WHICH POINT THE TCASII GENERATED 'CLR OF CONFLICT.' PROBS: 1) I HEARD TFC WAS SEBOUND. HE WAS REALLY SWBOUND. 2) I SHOULD HAVE TOLD THE FO TO WAIT A MOMENT ON THE CLB TO BETTER ANALYZE THE VISUAL TFC'S TRACK. 3) I SHOULD HAVE INTERVENED QUICKER DURING THE TCASII TA; RA EVENT AND TAKEN CTL AS THE FO WAS NEW AND NOT FAMILIAR WITH THE CTL FORCES NEEDED TO MANEUVER QUICKLY. SOLUTIONS: 1) I NEED TO LISTEN BETTER TO ATC WHEN ACCEPTING A VISUAL CLB ON AN IFR FLT PLAN. 2) IF CLBING TO VISUALLY AVOID TFC; I WILL TAKE A MIN TO OBSERVE THAT TFC AND ITS TRACK. 3) IF IN DOUBT; I WILL REFUSE THE CLRNC IN THE FUTURE.
