B757 FLT LANDS WITHOUT CLRNC AFTER A LAST MIN CHANGE OF APCH PROC AT JFK.
Narrative
ON APCH INTO JFK; WE WERE INITIALLY CLRED FOR THE VOR-DME RWY 22L; WHICH WE SET UP FOR AND BRIEFED. ABOUT 10 NM FROM CRI; OUR APCH WAS CHANGED TO THE VOR RWY 13L (CANARSIE). NEITHER OF US HAD FLOWN THIS APCH RECENTLY AND WE WERE RUSHED TRYING TO GET SET UP FOR IT. THE VOR RWY 13L AT JFK IS NOT A TYPICAL NON-PRECISION APCH; BUT ONE WHICH REQUIRES A 90 DEG DSNDING TURN FROM THE MISSED APCH TO THE RWY. IT CAN GET VERY BUSY; ESPECIALLY IF FLOWN TO MINIMUMS; WHICH IT WAS ON THIS DAY. WE PICKED UP THE RWY VISUALLY RIGHT AT THE MISSED APCH. IN THE PROCESS OF MANEUVERING TO THE LNDG RWY; MAKING SURE THE LNDG CHKLIST WAS COMPLETE; AND INSURING THE RWY WAS CLR OF OTHER TFC; WE NEGLECTED TO CONTACT TWR FOR LNDG CLRNC. TO THE BEST OF OUR KNOWLEDGE; APCH CTL NEVER HANDED US OFF TO TWR. WE LANDED; TAXIED CLR; THEN REALIZED WE WERE STILL ON APCH FREQ. SUGGESTIONS: THE CANARSIE AT JFK IS BETTER SUITED TO BEING FLOWN IN VFR CONDITIONS (PARKWAY VISUAL). IT'S A LOT TO DO WITH AN800 FT CEILING. ADVISE OF THE VOR RWY 13L EARLY AND DON'T ASSIGN IT LATE. PERHAPS HAVE APCH ASSIGN LNDG CLRNC WHEN CLRED FOR THE APCH. THAT LEAVES ONE LESS THING TO BE OVERLOOKED ON A VERY BUSY APCH.
