Synopsis

A CANADAIR CL65 CAPT RPTS A BOOT PUMP WAS DEFERRED PER THE MEL BUT DID NOT HAVE THE CIRCUIT BREAKER PULLED AND COLLARED PER THE MEL.

Narrative

THIS WAS THE FIRST FLT OF THE DAY FOR THE ACFT AND FIRST FLT TOGETHER AS A CREW. I WAS ALSO RECEIVING A LINE CHK. IT WAS A VERY BUSY DEP TIME WITH ALL THE REQUIRED BRIEFINGS AND INSPECTIONS TO BE CONDUCTED. WHILE REVIEWING THE MAINT LOG; I NOTED MEL 28-23-01 FOR THE R FUEL BOOST PUMP. WHILE REVIEWING THE REQUIRED ITEMS WITH THE CREW I NOTED THAT THE CIRCUIT BREAKER FOR THE R BOOST PUMP CBP-2 (G10) WAS NOT PULLED. I CALLED MAINT TO VERIFY THE STATUS OF THIS DEFERRAL AND TO FIND OUT WHY THE BREAKER WAS NOT PULLED AND COLLARED. WITHIN A SHORT PERIOD OF TIME; LINE MAINT ARRIVED AND STATED THE FO SEAT MUST HAVE BUMPED THE COLLAR OFF AND PUSHED THE BREAKER IN. I ASKED HIM IF HE REALLY THOUGHT THAT THE SEAT COULD REMOVE A COLLAR AND PUSH A BREAKER IN. HE STATED 'YES; IT HAPPENS ALL THE TIME.' I HAVE HAD MANY INSTANCES OF THE WRONG BREAKER OR NO BREAKER BEING PULLED AND COLLARED ACCORDING TO THE MEL. I ALSO ROUTINELY HEAR THAT WHEN A BREAKER IS OUT THAT THE SEATBELT SHOULDER HARNESS MUST HAVE PULLED IT OUT. IT IS THEN PUSHED IN BY MAINT AND THE OP CONTINUES. IN THIS CAE; THE BREAKER TO A FUEL PUMP WAS NOT DEACTIVATED AND COULD HAVE SERIOUS CONSEQUENCES. I AM NOT SURE IF WE HAVE AN ISSUE WITH SEATS THAT SABOTAGE CIRCUIT BREAKERS OR MECHS THAT DO NOT READ THE MEL.
