A CL65 ON TKOF CLB AT 2000 FT DIVERTED DUE TO MASTER WARNING 'NOSE DOOR OPEN' AND 'GEAR DISAGREEMENT.' LANDED WITH NO NOSE GEAR STEERING. FOUND NOSE GEAR SCISSORS DISCONNECTED.

Narrative

DURING TAXI TO RWY FOR TKOF; NOTHING UNUSUAL OR ANY PROBS WITH THE NOSEWHEEL STEERING WERE OBSERVED. TAXI RTE WAS RAMP; EXIT J5; L ON TXWY J; R ON TXWY F; L ON TXWY K; RWY 27. LOTS OF DIFFERENT TURNS. DURING THE TKOF; THE FO WAS HITTING THE RWY CTRLINE LIGHTS BUT MOVED OVER TO THE R OF CTRLINE TO AVOID HITTING THEM. NO INDICATIONS PRESENT. AFTER LIFTOFF AND GEAR SELECTED 'UP;' WE RECEIVED MASTER WARNING 'NOSE DOOR OPEN; GEAR DISAGREEMENT' MASTER CAUTION 'WT ON WHEELS INPUT; NOSEWHEEL STEERING' STATUS MESSAGE 'WT ON WHEELS OUTPUT FAIL.' FO TOOK CTL OF THE RADIOS WHILE I RAN THE QRH PROC FOR NOSE DOOR OPEN 13-9 WHICH CALLED FOR THE GEAR TO BE SELECTED DOWN. THIS CLRED ALL MASTER WARNINGS AND I GOT 3 GREEN GEAR DOWN AND LOCKED. CONTINUED WITH THE CHKLIST AND TALKED TO MAINT CTL; DISPATCH; FO; FLT ATTENDANT; PAX AND ATC. CHKLIST COMPLETE. VECTORED ONTO RWY LOC RWY 18R. CLRED FOR VISUAL APCH BECAUSE GEAR WAS DOWN AND LOCKED. I DID NOT DECLARE AN EMER AND A NORMAL LNDG WAS MADE. WHEN TURNING THE NOSEWHEEL; STEERING FAILED AND AFTER TALKING TO MAINT CTL; TAXIED TO SPOT ON TXWY E TO RAMP. RAMP AGENT MET US WITH A TUG AND TOW BAR. AGENT NOTICED SCISSORS WERE NOT CONNECTED AND RECONNECTED THE SCISSORS. I THEN TAXIED TO GATE WHERE I WAS MET BY MECHS. DEPLANED THE ACFT. TALKED TO THE MECHS. NO DAMAGE FOUND. APPARENTLY SOMETIME DURING THE TKOF RUN; THE SCISSORS HAD BECOME DISCONNECTED WHICH CAUSED THE RETURN TO THE ARPT.
