Synopsis

A CRJ700 WAS DISPATCHED AFTER #1 ADC WAS REPLACED WITH NO FUNCTIONAL CHK ACCOMPLISHED. ACFT NOT REMOVED FROM RVSM STATUS.

Narrative

ON DATE OF OCCURRENCE; I REPLACED ADC1 ON ACFT (TAIL); DUE TO A PLT DISCREPANCY OF AN ALTIMETER SPLIT BTWN THE PLT'S AND FO'S ALTIMETERS; IN ACCORDANCE WITH CRJ MAINT MANUAL 341301 CONSISTING OF A BITE CHK AND PITOT/STATIC LEAK TEST; BOTH OF WHICH WERE SATISFACTORY. UPON REVIEW OF GPM 15-24 P3 F PROCS 1.G0(1) CONCERNING RVSM OPS; A FUNCTIONAL CHK SHOULD HAVE BEEN PERFORMED; OR AN MEL PLACING THE ACFT RVSM NON COMPLIANT. SUPPLEMENTAL INFO FROM ACN 647483: ON DATE OF OCCURRENCE ACFT (TAIL) REQUIRED THE #2 ADC TO BE CHANGED. A LEAK CHK OF THE ACFT PITOT STATIC SYS IS USUALLY REQUIRED WHEN PERFORMING SUCH A CHANGE. THE CRJ MAINT MANUAL SAYS THAT A LEAK CHK IS REQUIRED IF REQUIRED BY THE REGULATORY COUNTRY. THE EQUIP NECESSARY TO DO THE JOB WAS NOT AVAILABLE IN (CITY); SO NO LEAK CHK WAS PERFORMED. THE DIRECTOR OF QUALITY CTL SAID A LEAK CHK WAS NOT NECESSARY DUE TO THE FACT THAT 'QUICK DISCONNECTS' ATTACH THE ADC TO THE ACFT PITOT STATIC SYS. FAR 91.411 STATES THAT A LEAK CHK IS REQUIRED WHENEVER THE PITOT STATIC SYS IS OPENED.
