A CRJ200 CAPT RPTS HIS LOW TIME FO DID NOT POSSESS THE NECESSARY SKILLS OR TRAINING FOR PERFORMING THE CLE PRM APCH.

Narrative

THE ATIS AT CLE ADVISED OF ILS APCHES TO RWYS 6R/6L. AT THE LAST SECOND; WE WERE ADVISED OF A LDA/PRM APCH TO RWY 6R. THERE WAS LITTLE TIME TO BRIEF THIS INVOLVED APCH AND MY FO WAS VISIBLY CONFUSED AT THE SPEED EVENTS WERE HAPPENING. HE HAS 700 HOURS TOTAL TIME AND CAME TO THE AIRLINE THROUGH ACR X'S TRAINING PROGRAM. WHILE VIDEO GAMES AND SIMULATORS HAVE RESETS AND CONTROL/ALT/DELETE; THE REAL WORLD DOES NOT. THIS IS NOT THE FIRST TIME I HAVE HAD AN ACR X TRAINING PROGRAM FO WITH THE DEER-IN-THE-HEADLIGHTS LOOK; AND ENDED UP WITH WHAT AMOUNTS TO A SINGLE PLT OP. WHEN ATC THROWS CURVE BALLS (AND IT HAPPENS MORE OFTEN THAN NOT); PROFESSIONAL PLTS MUST BE READY TO STEP UP. I BELIEVE THAT ONLY HARD EARNED EXPERIENCE CAN PREPARE PLTS FOR THE COMPLICATED ASPECTS OF TODAY'S AIRSPACE. THIS IS A GOOD REASON WHY THE APPRENTICESHIP OF FLT INSTRUCTING SHOULD BE MANDATORY. THE COCKPIT OF AN AIRLINER; WITH TRUSTING PAX IN THE BACK; IS A TERRIBLE CLASSROOM. OF COURSE; IT WOULD HELP IF SPECIFIC TYPES OF APCHES WERE ADVERTISED WELL AHEAD OF TIME SO PROPER BRIEFINGS AND QUESTIONS CAN BE ADDRESSED IN THE COCKPIT WITH PROPER TIME TO MAKE SURE THAT NO SURPRISES OCCUR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR NOT ONLY HAD COMMENTS ABOUT HIS FO'S ABILITY BECAUSE OF HIS LACK OF EXPERIENCE; BUT ALSO ABOUT THE PRESSURE PLACED ON THE CREW MEMBERS FOR OTHER ISSUES. HE STATED THAT FO MAY HAVE HAD TRAINING AT SOME POINT BUT HAD NO IDEA WHAT WAS HAPPENING AT CLE THAT DAY. THE RPTR ALSO STATED HIS ACR SCHEDULES PLTS FOR 8 HRS FLT TIME AND 16 HR DUTY DAYS. THEN THE ACR WILL REQUEST A CREW TO REPOSITION AN ACFT PART 91 WELL IN EXCESS OF 16 HRS. THE ACR USES INTIMIDATION; CHIEF PLT THREATS AND FAR INTERPRETATION MANIPULATIONS IN ORDER TO 'FORCE' PLTS TO GO BEYOND THE FAR. THIS PLT HAS FLOWN WITH MANY TRAINING PROGRAM PLTS AND FINDS THAT HE IS SINGLE PLTING WHEN FLYING WITH THEM. RPTR STATED THAT IF HE GOES TO THE FAA WITH THIS INFO; THE ACR WILL COME AFTER HIS JOB.
