AN A320 ON TKOF CLB DECLARED AN EMER AND DIVERTED DUE TO TRAILING EDGE FLAPS LOCKED AND ECAM WARNING 'FLT CTL FLAPS LOCKED.' FOUND FLAP INTERCONNECTING STRUT ROD END NOT CONNECTED.
Narrative
AUG/TUE/05; FLT DEPARTED FROM ZZZ AND DIVERTED TO ZZZ1 DUE TO ECAM WARNING 'FLT CTL FLAPS LOCKED.' UPON ARR TO GATE; I SPOKE WITH THE FLT CREW AND CONFIRMED THAT BOTH L AND R FLAPS WERE LOCKED. WE USED THE POSTFLT RPT AND A320 TROUBLESHOOTING MANUAL FOR FAULT ISOLATION. I FOUND THE ROD END OF THE R INTERCONNECTING STRUT LOOSE IN THE FLAP ATTACHMENT FITTING. THE ROD END WAS NOT ATTACHED TO THE FITTING BY THE BOLT; WASHER; NUT; AND COTTER PIN. I VERBALLY RPTED THE DISCREPANCY TO COMPANY MAINT CTL AND THE MAINT SUPVR AT ZZZ. WE PERFORMED THE NECESSARY TESTING AND RESTORED THE R INTERCONNECTING STRUT TO NORMAL OP. WHILE PERFORMING THE OPERATIONAL TEST OF THE FLAP/SLAT SYS; THE LEAD TECHNICIAN CLRED THE AGENTS TO BOARD THE FLT. AFTER COMPLETING THE TEST; WE WENT TO THE MAINT OFFICE TO SIGN OFF THE LOG PAGE. I WAS RESEARCHING MANUAL REFS WHEN THE FLT CREW AND AGENTS BEGAN INQUIRING ABOUT THE LOCATION OF THE LOGBOOK. THE FLT WAS READY FOR DEP SO I HASTILY WROTE A BRIEF DESCRIPTION OF THE FAULT AND MAINT PERFORMED. FOR THE FAULT FOUND; I WROTE 'FOUND LOOSE INTERCONNECT ROD END.' I WROTE A BRIEF DESCRIPTION DUE TO THE IMMEDIATE NEED FOR THE LOGBOOK BY THE FLT CREW AND THAT I VERBALLY RPTED THE FAULT FOUND TO COMPANY MAINT CTL AND THE MAINT SUPVR AT ZZZ. THIS WAS AN OPERATIONAL DEV INCIDENT EVENT AND I BELIEVE I SHOULD HAVE WRITTEN A DETAILED DESCRIPTION OF THE FAULT FOUND AND REFED MANUAL PROCS. I ALSO BELIEVE WE SHOULD DELAY BOARDING UNTIL THE LOG PAGE IS SIGNED OFF AND THE BOOK RETURNED TO THE FLT DECK.
