A CRJ200 ON DSCNT AT 14000 FT DECLARED AN EMER DUE TO OVERSPD CLACKER UNABLE TO SILENCE AND 'FLAPS FAIL' MESSAGE. FLAPS FAILED FULL UP. LANDED WITH FLAPS FULLY RETRACTED.

Narrative

ON DSCNT AT 310 KTS; WE GOT A HIGH SPD CLACKER THAT WOULD NOT EXTINGUISH. IT WAS FOLLOWED BY A FLAPS 1/2 SPD STATUS. THE FO CONTACTED MAINT CTL ABOUT THE CLACKER. WHILE DISCUSSING THIS PROB; WE GOT A 'FLAPS FAIL' CAUTION MESSAGE. 'FLAPS 1/2 SPD' WENT AWAY AND THE CLACKER EXTINGUISHED. FLAPS HAD FAILED AT 0 DEGS; 290 KTS. CLACKER CAME BACK ON. FO NOTIFIED MAINT CTL AND DISPATCH AND I DECLARED AN EMER WITH APCH. WE COMPLETED THE DSCNT CHKLIST; QRH PROC FOR 'FLAPS FAIL' AND NOTIFIED THE FLT ATTENDANT. WE CHOSE NOT TO ALARM THE PAX. WE PROCEEDED TO ZZZ FOR A 0 DEG FLAP LNDG. A 0 DEG FLAP LNDG WAS ACCOMPLISHED PER QRH PROC AND COMPANY FLT MANUAL. CFR WAS NOTIFIED THAT NO FURTHER ASSISTANCE WAS NEEDED AFTER LNDG. ON TAXI IN; THE FO DID A PA EXPLAINING WHY THE EMER EQUIP HAD FOLLOWED US IN. NO FURTHER EVENTS. A NORMAL TAXI AND DEPLANING. NO COMPLAINT OR PROBS WITH THE PAX. IN THE LAST 9-10 YRS I HAVE FLOWN THIS ACFT; I HAVE DONE SEVERAL 0 DEG FLAP LNDGS DUE TO FLAP FAILURE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE 2 PROBS WERE NOT RELATED AS MAINT AVIONICS TECHNICIANS EXPLAINED THE OVERSPD CLACKER PROB WAS CAUSED BY AN ADC PROB AND THE TRAILING EDGE FLAP FAILURE WAS CAUSED BY THE FLAP COMPUTER.
