CRJ200 FLT CREW HAS A TKOF CONFIGN WARNING DURING START OF TKOF ROLL; REJECTS TKOF.

Narrative

ON TKOF FROM SBA WE RECEIVED A 'TKOF CONFIGN' WARNING MESSAGE AND ABORTED THE TKOF. THE BEFORE TKOF CHKLIST WAS COMPLETED AND WE INCORRECTLY VERIFIED THAT THE FLAPS SHOULD BE SET AT 8 DEGS INSTEAD OF THE CORRECT SETTING OF 20 DEGS. ON THE TKOF ROLL; WHILE THE PWR WAS BEING SET (PRIOR TO 60 KTS); THE FO NOTICED AND STATED THAT THE FLAPS SHOULD BE SET TO 20 DEGS. HE THEN SET THE FLAPS TO 20 DEGS AS I STARTED THE ABORT. THE ABORT WAS INITIATED BTWN 60-70 KTS. THE TWR AND THE CABIN CREW WERE ADVISED. I ROLLED TO THE END OF THE RWY USING MINIMAL BRAKING AND TAXIED BACK TO THE DEP END. OUR MANUALS WERE REFED TO DETERMINE THE BRAKE COOLING TIME AND A WRITE-UP ENTERED INTO THE MAINT MANUAL. THE BEFORE TKOF CHKLIST WAS RECOMPLETED WITH THE CORRECT FLAP SETTING. THE TKOF FLAP SETTING AT SBA IS ALMOST ALWAYS 20 DEGS. THE FLAPS SHOULD HAVE BEEN SET TO 20 DEGS AFTER LNDG. WHILE ENPLANING THE PAX I NOTICED THE FLAPS AT 8 DEGS AND MADE A MENTAL NOTE TO SELECT THE CORRECT SETTING PRIOR TO TKOF. CONTRIBUTING TO THIS WAS A DEP TIME THAT WE WERE TRYING TO MEET.
