ZNY CTLR EXPERIENCED A LOSS OF SEPARATION AT 16000 FT DURING VERY BUSY TFC AND WX DEVS.

Narrative

JUL/XA/06; I WAS WORKING SECTOR 51 WITHOUT A HDOF PERSON WITH NUMEROUS DEVS AND EXTREME WX COVERING 50% OF THE SECTOR. EVERY ACFT ON MY FREQ WAS DEVIATING. THE SUPVR REQUESTED THAT I ACCEPT AN ABE ARR DEVIATING N OF LHY AND S BACK TO ABE. I ADVISED THE SUPVR THAT NUMEROUS ACFT WERE IN THAT VICINITY DEVIATING AND I WOULD NOT BE ABLE TO ACCOMMODATE ANY ADDITIONAL ACFT SAFELY IN THE SECTOR. THE SUPVR INSTRUCTED ME TO TAKE THE ACFT ANYWAY. I FOLLOWED HIS INSTRUCTION AND ACCEPTED THE ACFT. UPON RECEIVING THE HDOF; I REALIZED THAT THE ACFT WAS LNDG LGA; NOT ABE; AND I DID NOT HAVE ANY ALTERNATE ROUTING FOR HIM. AS A LIMITED RADAR CTLR; I REQUESTED A HDOF PERSON FROM THE SUPVR WHO WAS STANDING DIRECTLY BEHIND ME; BUT I DID NOT RECEIVE ONE UNTIL IT WAS TOO LATE. I RECEIVED A CALL FROM SECTOR 74 REGARDING ACR X REQUESTING TO DEVIATE N TO A POINT S OF LHY AND BACK TO UNV. MY CTL INSTRUCTIONS TO SECTOR 74 WERE TO CLR ACR X TO LHY AT 170. I RECEIVED THE HDOF AT 160 INSTEAD OF 170 DEVIATING N AND E OF LHY. ACR X CHKED IN ADVISING HE WAS DEVIATING R OF COURSE. I ACKNOWLEDGED THE XMISSION WITH 'ROGER.' WHEN I NOTICED ACR X IN A L 90 DEG TURN WITHOUT A CLRNC OR NOTIFICATION; I ISSUED HEADINGS TO ACR Y AND ACR X TO MAINTAIN SEPARATION. I ISSUED A TFC ALERT TO ACR Y. AS A LIMITED CTLR; I DO NOT FEEL THAT I SHOULD HAVE BEEN PUT IN A POS TO WORK A BUSY SECTOR WITH SWAP AND NUMEROUS DEVS WITHOUT A HDOF PERSON AND WITH A SUPVR STANDING BEHIND ME; ORDERING ME TO TAKE MORE TFC THAN I COULD SAFELY HANDLE.
