A B757-200 TECHNICIAN RPTS REPLACING AN ELEVATOR PWR UNIT AND ALSO REPLACED R POGO INPUT ROD DUE TO STICKING. DID NOT HAVE INSPECTOR OK INSTALLING POGO ROD PRIOR TO INSTALLATION.

Narrative

I WAS ASSIGNED TO WORK ON AN ACFT. THE TASK I WAS ASSIGNED WAS TO COMPLETE A ROUTINE WORK CARD TO REPLACE A R ELEVATOR PCA. WHILE WORKING THE FINAL CHKOUT AND ADJUSTMENT; I DISCOVERED THE R INBOARD PCA INPUT POGO ROD WAS STICKING. I NOTIFIED THE LEAD MECH ASSIGNED TO THE ACFT OF THE DISCREPANCY FOUND. HE ORIGINATED A NON-ROUTINE WORK CARD. I REPLACED THE R ELEVATOR PCA INPUT POGO ROD AND ADJUSTED THE ROD IN ACCORDANCE WITH THE MAINT MANUAL. I COMPLETED MY PORTION OF THE DOCUMENTATION. THE WORK WAS INSPECTED AND SIGNED BY AN INSPECTOR ON DUTY. THE DOCUMENTATION WAS COMPLETED. AT THE END OF MY WORK SHIFT; I REALIZED I HAD FORGOTTEN TO HAVE THE INSPECTOR GIVE AN OK TO INSTALL THE SVCABLE INPUT POGO ROD. I IMMEDIATELY NOTIFIED THE ONCOMING INSPECTOR ASSIGNED TO THE ACFT. HIS RESPONSE WAS AN OK TO INSTALL WAS NOT NECESSARY. THIS IS NOT CORRECT BECAUSE ACR'S PROCS CALL FOR REQUIRED INSPECTION ITEMS TO HAVE OK TO INSTALL BEFORE INSTALLATION. THE NEXT DAY I ASKED TO SEE THE NON ROUTINE WORK CARD THAT I HAD COMPLETED. THE OK TO INSTALL HAD BEEN ADDED TO THE CARD. TO THE BEST OF MY KNOWLEDGE THE WORK COMPLETED ON THE INPUT POGO ROD IS IN COMPLIANCE WITH THE MAINT MANUAL.
