A B757-200 BEING TAXIED TO THE HANGAR FROM THE TERMINAL IS DELAYED BY GND TFC. ARRIVES AT HANGAR WITH BELOW MINIMUM TANK FUEL TO COOL HYD FLUID.

Narrative

ON NOV/TUE/06; I WAS IN CHARGE OF ACFT X ON A ROUTINE MOVE TO THE HANGAR FOR OVERNIGHT MAINT. THE ACFT HAD A TOTAL OF 9400 LBS OF FUEL ONBOARD. THIS COMPLIED WITH THE MINIMUM 4020 LBS NECESSARY IN THE L AND R FUEL TANKS TO COOL HYDS PER THE B757 RUN-UP CHKLIST. ON THIS NIGHT; INADEQUATE ALLOCATION OF MANPOWER OR MANPOWER SHORTAGE CREATED A BACKLOG OF ACFT ON THE TXWY LEADING TO THE HANGAR. FOR THIS REASON ZZZ GND CTL WOULDN'T GRANT US PERMISSION TO EXIT THE TERMINAL AREA UNTIL ANOTHER ACR CLRED THE PREVIOUSLY MENTIONED TFC AT THE HANGAR. MYSELF AND ANOTHER MECH SAT ON ACR X WITH BOTH ENGS RUNNING FOR APPROX A 1/2 HR AS THE FUEL QUANTITY FELL CLOSE TO THE LEVEL WHERE HYD COOLING WOULD BE COMPROMISED. REPEATED CALLS TO THE HANGAR (PRODUCTION CTL) WENT UNANSWERED. ON THE MAINT FREQ WE WERE INSTRUCTED TO GAIN CLRNC FROM ZZZ GND CTL TO TAXI OUT AND MAKE A U-TURN BACK TO THE TERMINAL. AT THIS TIME; ZZZ GND CTL ALLOWED US TO TAXI TO THE HANGAR AREA WHERE WE WERE ONCE AGAIN HELD FOR TFC; THIS TIME IT WAS A B727. BY THE TIME WE ENTERED COMPANY PROPERTY AT THE HANGAR THE ACFT TOTAL FUEL DROPPED TO 7700 LBS; INSUFFICIENT TO COOL BOTH THE L AND R HYDS. FILED THIS RPT. INADEQUATE MANPOWER TO PARK AIRPLANES.
