Narrative
CAPT FLYING ACFT. DEPARTED RWY 4L ON KENNEDY 1 SID PER PDC CLRNC. AFTER INITIAL CONTACT WITH DEP CTL FREQ 125.7; CTLR ISSUED CLRNC TO TURN R TO HDG 140 DEGS; CLB AND MAINTAIN 16000 FT. FO READ BACK HDG AND ALT AND RECONFIRMED THE VECTORED HDG. ESTABLISHED NOW ON HDG; CLBING THROUGH 8000 FT; ANOTHER CTLR'S VOICE QUESTIONED WHAT ALT WE WERE CLBING TO AND WHAT INITIAL DEP FREQ WE WERE GIVEN. FO RESPONDED 16000 FT. CTLR (SUPVR) SEEMED SURPRISED THAT WE WERE ON HIS FREQ AS NORMAL FREQ FOR SID IS 135.9; HOWEVER THE PDC ISSUED TO THE FLT SPECIFIED 125.7 AS THE DEP FREQ. CTLR RESPONDED TO LEVEL OFF AT EXISTING ALT WHICH WAS NOW 8500 FT AND ISSUED A FREQ CHANGE TO 135.9 THE NORMAL DEP FREQ. NEW CTLR THEN CLBED FLT TO 17000 FT. NO LOSS OF SEPARATION OCCURRED. UPON ARR; CAPT TELEPHONED NY TRACON FACILITY TO CONFIRM FREQ CONFUSION ON THE PART OF ATC. SUPVR CONFIRMED THE ERROR ON THE PART OF ATC AND INDICATED THAT 2 NEW ATC CTLRS WERE ON THE DEP POS AND HAD BEEN ON DUTY FOR A LONG PERIOD OF THE OVERNIGHT AND WAS THE PROBABLE CAUSE OF THE ATC CONFUSION WITH THE DEP. THIS SITUATION COULD HAVE OCCURRED BECAUSE OF OVERNIGHT CTLRS HANDLING MULTIPLE FREQS.
