Synopsis

ACR PLT EXPERIENCED TCAS RA WHILE ON FINAL FOR RWY 26 AT PHX AT 4000 FT.

Narrative

ATC FAILED TO PROVIDE ADEQUATE SEPARATION FROM THE SECOND TARGET. THIS EVENT TOOK PLACE OVER JAGAL AT 4000 FT MSL AND ON THE LOC COURSE TO RWY 26. WE WERE CLRED TO INTERCEPT THE RWY 26 LOC AND CROSS AT OR ABOVE 4000 FT MSL AT JAGAL. WE WERE SUBSEQUENTLY CLRED FOR THE VISUAL APCH RWY 26. ATC ADVISED US OF TFC AT 12-1 O'CLOCK POS; APPROX 1200 FT BELOW US. I OBSERVED THIS TFC AND POINTED IT OUT TO THE CAPT. WHEN OVER JAGAL AT 4000 FT MSL A SECOND TARGET APPROX 200 FT BELOW US CAUSED AN RA CLB COMMAND. THE CAPT SPOTTED THE SECOND TARGET AT ABOUT THE SAME TIME WE RECEIVED THE RA COMMAND. WE RESPONDED TO THE RA AND IMMEDIATELY CLBED TO CLR THE CONFLICT. ONCE CLR; WE CONFIGURED THE ACFT AND RE-ESTABLISHED A STABLE APCH TO AN UNEVENTFUL LNDG. WE RESPONDED TO AN RA FROM THE ACFT WARNING SYS. AS THE PF; I WAS IN THE MANUAL MODE OF OP AT THE TIME OF THE EVENT. WHEN I NOTICED THE RA VISUAL AND AURAL COMMAND; I IMMEDIATELY PUSHED THE PWR FORWARD AND PULLED BACK ON THE YOKE TO CLB THE ACFT. ONCE CLR OF THE CONFLICT; I RETURNED THE ACFT TO LEVEL FLT. I BELIEVE THIS EVENT HAPPENED BECAUSE OF AN ATC OPERROR. THE ACFT THAT CAUSED THE RA WAS IN THE WRONG PLACE; AND THIS WAS NOT PICKED UP BY ATC. IT WOULD BE HARD TO PROVIDE SUGGESTIONS FOR AVOIDING RECURRENCE OF THIS EVENT.
