Narrative
FL290 XA55Z JUST PAST INTXN; EICAS R CTR FUEL PUMP ALONG WITH THE R ENG BLEED MESSAGES APPEARED; FOLLOWED 3 MINS LATER BY THE #2 ENG N3 GOING TO ZERO. THE ENG WAS NOT SHUT DOWN AS ALL OTHER ENG INDICATIONS APPEARED NORMAL. AS A PRECAUTIONARY MEASURE WE NOTIFIED ZZZ1 THAT WE WERE DECLARING AN EMER AND NEEDED A CLRNC BACK TO ZZZ. THE COMPANY WAS ALSO INFORMED OF THE SITUATION. THE COMPANY AMENDED OUR RELEASE FOR A RETURN TO ZZZ AND ATC GAVE US A L TURN BACK TO ZZZ. APCHING 10000 FT THE FLT ATTENDANT NOTIFIED US THAT THE PAX WERE OK EXCEPT FOR 1 THAT WAS HAVING AN ANXIETY ATTACK. SHE WAS GIVEN OXYGEN AND ENDED UP BEING JUST FINE. GIVEN THE CIRCUMSTANCES AND UNKNOWN CONDITION OF THE R ENG WE ELECTED TO MAKE AN EMER OVERWT LNDG. TOUCHDOWN WAS ABOUT 200 FPM AND BRAKE TEMPS DID NOT EXCEED 2. CTL WAS XFERRED TO THE CAPT FOR TOUCHDOWN AND THE FLT ATTENDANTS WERE INSTRUCTED TO PREPARE FOR A PRECAUTIONARY LNDG. COMS WAS DIFFICULT TO IMPOSSIBLE AT TIMES USING HF RADIO. IF WE ARE GOING TO OPERATE ETOPS WE NEED SOME FORM OF SATCOM. TRYING TO TRANSLATE WHAT IS BEING SAID ON A FREQ FILLED WITH STATIC IS VERY CUMBERSOME WHEN DEALING WITH AN EMER. IN A NON-RADAR ENVIRONMENT GOOD COM DEVICES ARE ESSENTIAL.
