Synopsis

A CRJ-200 FLT CREW EXPERIENCED WINDSHEAR AND STALL WARNINGS WHEN THE FO AGGRESSIVELY OVER-ROTATED ON TAKEOFF AND CHASED THE PITCH IN BOTH DIRECTIONS.

Narrative

ON TKOF FROM RWY 21R IN DTW THE FO; WHO WAS THE PF; AGGRESSIVELY OVER-ROTATED THE ACFT CAUSING THE CONTINUOUS IGNITION TO COME ON. THE PITCH REACHED 15+ DEGS IN ABOUT 2 SECONDS AND THE AIRSPD WAS AT V2 PLUS 3-5 KTS AND DECREASING. UPON NOTICING THE LOW AIRSPD; THE FO RAPIDLY REDUCED PITCH AND THE WINDSHEAR WARNING ACTIVATED. THE PITCH AT THIS TIME WAS SLIGHTLY ABOVE THE FLT DIRECTOR AND THE PITCH LIMIT INDICATOR WAS ABOUT ANOTHER 5-7 DEGS ABOVE THE FLT DIRECTOR. THE FO THEN STARTED ANOTHER RAPID PITCH UPWARD; AND I TOLD HIM TO STOP PULLING AT THE SAME TIME THE STICK SHAKER ACTIVATED. AS HE RELEASED BACK PRESSURE THE SHAKER AND THE WINDSHEAR WARNING CEASED. THE AIRSPD INCREASED AND THE PITCH STABILIZED AND WE CONTINUED THE CLBOUT. REPORTED WINDS AT THE TIME WERE 290 DEGS AT 9 KTS AND THERE WERE NO REPORTS OF WINDSHEAR OR OTHER INDICATIONS OF WINDSHEAR IN THE AREA. I FELT 100% CONFIDENT THE WINDSHEAR WARNING WAS ERRONEOUS AND THE STICK SHAKER WAS CAUSED BY THE FO'S RAPID PITCH CHANGES. ENRTE WE DISCUSSED THE IMPORTANCE OF 3 DEG PER SECOND ROTATION TO FOLLOW THE FLT DIRECTOR GUIDANCE DURING WINDSHEAR RECOVERY AND NOT PITCH TO THE PITCH LIMIT INDICATOR.
