CRJ200 FLT CREW PERFORMS HIGH SPEED TAXI WITH PASSENGERS ON BOARD AT THE REQUEST OF MAINTENANCE; AFTER RTO DUE TO CONTROLLABILITY ISSUES.
Narrative
MY CAPT XFERRED CTLS TO ME AFTER ALIGNING THE ACFT WITH RWY 30 AT IAD. I APPLIED TKOF THRUST AND THE ACFT IMMEDIATELY PULLED TO THE R SIDE OF THE RWY. I APPLIED L RUDDER WITH NO EFFECT; THEN ABORTED THE TKOF AT APPROX 5-10 KTS. DURING THE ABORT; THE ACFT SEEMED TO SHUDDER AND WE RECEIVED A CONFIGN SPOILERS WARNING. WE TURNED OFF THE RWY AND THE CAPT CALLED MAINT CTL. MAINT REQUESTED US TO PERFORM A HIGH-SPD TAXI DOWN THE RWY TO SEE IF IT WAS A BRAKE PROB. WE COMPLIED WITH THE REQUEST. THE CAPT PERFORMED A TAXI DOWN RWY 30 AND THE ACFT PULLED SLIGHTLY R AND THEN CONTINUED STRAIGHT. WE REACHED APPROX 50 KTS AND THEN THE CAPT TAXIED OFF THE RWY. THE CAPT AND I DECIDED TO GO BACK TO THE GATE BECAUSE WE WERE NOT SURE WHAT THE PROB WAS AND WE WERE NOT SATISFIED WITH THE CONDITION OF THE ACFT. I BELIEVE THAT THE MAINT REQUEST TO HAVE US PERFORM A HIGH SPD TAXI WITH PAX ON BOARD WAS A POOR DECISION. THE CREW DECISION TO PERFORM THIS WITH PAX WAS NOT EXERCISING GOOD JUDGEMENT. MAINT DOES NOT ALWAYS REQUEST ACTIONS BY THE PLT THAT ARE WITHIN LEGAL PARAMETERS AND SAFETY PRECAUTIONS. I HAVE LEARNED A VALUABLE LESSON. LOOKING BACK ON THE SITUATION; I REALIZE THAT A MAINT ACTION OF THIS NATURE SHOULD NOT HAVE BEEN PERFORMED WITH PAX ON BOARD. THE ACFT SHOULD HAVE BEEN DOWNED FOR MAINT AND ALL PAX DEPLANED BEFORE SUCH ACTIONS TOOK PLACE.
