Synopsis

B757 FLT CREW STOPPED ACFT WHILE PARKING AT GATE DUE TO GND EQUIPMENT ENCROACHING INTO SAFE AREA.

Narrative

DURING THE NIGHT TAXI UP TO GATE I OBSERVED A GND PWR CART A FEW FEET L OF THE NOSE GEAR PARKED POS ENTIRELY INSIDE THE YELLOW LINE SO I STOPPED THE ACFT SHORT AND SIGNALED BY HAND TO MOVE THE EQUIP. THEY MOVED IT A COUPLE OF FEET LEAVING IT WELL INSIDE THE YELLOW LINE. I CALLED RAMP CTL AND WAITED. EVENTUALLY SOMEONE SHOWED UP WITH A HEADSET; SO I FLASHED THEM IN TO CONNECT TO THE INTERCOM; EXPLAINED THE PROB; AND THEN CLRED THEM OFF. AT NO TIME DURING THIS 6 MIN PROCESS DID THE MARSHALLER COMMAND A STOP AND IN FACT CONTINUED TO SIGNAL CLR TO MOVE AHEAD EVEN THOUGH THE OTHER MAN WAS BY THE NOSE GEAR ON THE HEADSET! I DO NOT KNOW IF WING WALKERS WERE REQUIRED FOR THIS ARR; BUT I ONLY SAW ONE AND WITHOUT LIGHTED WANDS. EVENTUALLY I WAS ABLE TO SAFELY PARK IN ACCORDANCE WITH FM PART 1 CRITERIA. I WENT DOWN TO TALK WITH THE GND CREW AND THEY WERE UNAWARE OF CURRENT EQUIP PLACEMENT REQUIREMENT FOR TAXI IN PARKING. I WAS TOLD THE MARSHALLER WAS 1 WK AWAY FROM RETIREMENT. HOW THE STATION HAS BEEN ABLE TO AVOID BENDING METAL OR HURTING SOMEONE MORE OFTEN THAN ALREADY OCCURS IS BEYOND MY COMPREHENSION. IF MGMNT WAS DOING ITS JOB I WOULDN'T HAVE TO KEEP SUBMITTING THESE RPTS.
