AN AIRBUS A320 NLG DOOR ACTUATOR WAS REPLACED DUE TO IN-FLIGHT NOISE AND VIBRATION. THE REQUIRED RII INSPECTION WAS NOT ACCOMPLISHED PRIOR TO DISPATCH.

AN AIRBUS A320 NLG DOOR ACTUATOR WAS REPLACED DUE TO IN-FLIGHT NOISE AND VIBRATION. THE REQUIRED RII INSPECTION WAS NOT ACCOMPLISHED PRIOR TO DISPATCH.
Narrative
ACFT ARRIVED WITH RPT OF LOUD AIR NOISE IN COCKPIT WITH ASSOCIATED VIBRATION. CREW ADVISED THAT THEY RECYCLED THE LNDG GEAR INFLT AND THE NOISE AND VIBRATION CLRED FOR THE REMAINING FLT. I WAS ASSIGNED TO WORK ON THIS ACFT TO PROVIDE CONTRACT MAINT SUPPORT BY SHIFT SUPVR. MAINT CTL HAD PROVIDED PART NUMBER FOR REPLACEMENT OF NOSE LNDG GEAR DOOR ACTUATOR. I REPLACED THE NOSE LNDG GEAR DOOR ACTUATOR PER PROVIDED MAINT MANUAL REFS PROVIDED BY MAINT CTL. UPON COMPLETION OF JOB TASK; I CONTACTED MAINT CTL AND ADVISED THEM THAT THE ACFT WAS READY FOR FLT. I COMPLETED THE LOGBOOK ENTRY AFTER CONFERRING WITH MAINT CTL AND FAXED THEM A COPY OF THE LOG SHEET. NO FURTHER REQUEST WAS MADE FOR ADDITIONAL LOG DOCUMENTATION AT THIS TIME. ADVISED THE ACFT HAD FLOWN ON A FERRY FLT. MAINT WAS PERFORMED AND MAINT LOG WAS FOUND TO BE MISSING REQUIRED RII ENTRY FOR REPLACEMENT OF THE NOSE LNDG GEAR DOOR CYLINDER. WHILE PERFORMING MAINT AS A CONTRACTED TECHNICIAN; A MINIMAL AMOUNT OF TRAINING ON PROCS IS PERFORMED. I COULD/SHOULD HAVE INQUIRED WHETHER THIS JOB TASK REQUIRED INSPECTION. MAKE RII ITEMS LIST A CHK-OFF BY MAINT CTL WHEN CONTRACT MAINT VENDORS ARE USED AT SMALLER OUTSTATIONS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: REPORTER STATED HIS CARRIER WAS THE CONTRACT MAINT PROVIDER FOR THE CARRIER WHOSE ACFT ARRIVED WITH AN IN-FLIGHT NOISE AND VIBRATION. HE ACCOMPLISHED THE NLG DOOR ACTUATOR REPLACEMENT USING THE CUSTOMER'S MM INFO FAXED TO HIM FROM THEIR MAINT CONTROL. HE WAS NOT MADE AWARE OF THE CUSTOMER'S MM REQUIREMENT FOR AN RII INSPECTION OF THE REPLACED NLG DOOR ACTUATOR. NOTHING IN THE PAPERWORK FAXED TO HIM; OR IN THEIR VERBAL COMMUNICATIONS INDICATED ANY RII REQUIREMENTS.
