A LATE CHANGE IN RWY ILS ASSIGNMENT AT PIT REQUIRES A VECTORED RE-SEQUENCING TO ALLOW REPROGRAMMING OF CARJ FMS.
Narrative
WHEN WE CHECKED IN WITH APCH WE WERE ASSIGNED RWY 28R. WE THEN GOT VECTORED ON A R DOWNWIND AND DSNDED TO 3000 FT. THE CTLR GAVE US THREE TURNS TO INTERCEPT THE ILS. THE FINAL TURN HE STATED TURN L TO HDG MAINTAIN 3000 FT UNTIL PITTZ CLRED THE ILS RWY 28L. THIS WAS NOT EXPECTED. I THOUGHT HE MIGHT HAVE MISSPOKEN SO I ASKED HIM TO RECONFIRM THE RWY ASSIGNMENT. HE STATED RWY 28L; I STATED THAT WE WERE SET UP FOR RWY 28R; AND WAS THERE ANY CHANCE THAT WE MIGHT GET THAT RWY. HE STATED THAT THE VISIBILITY HAD GONE DOWN AND THAT WITH THE RWY APCH LIGHT BEING OUT OF SERVICE WE MIGHT NOT GET THE RWY. WE HAD THOUGHT THAT WE MIGHT BE ABLE TO SET UP FOR THE OTHER SIDE HOWEVER WE WERE LESS THAN FOUR MILES FROM THE RWY; SO THE CTLR GAVE US A HDG OF 360 DEGS AND MAINTAIN 3000 FT FOR VECTORS BACK AROUND FOR ANOTHER APCH. WE SET THE RADIOS AND REBRIEFED FOR RWY 28L. AFTER BEING VECTORED FOR THE APCH AND JUST BEFORE BEING SENT TO THE TOWER THE CTLR STATED THAT THEY HAD REVIEWED THE TAPES AND THAT THEY TOLD US TO EXPECT A RWY CHANGE TO 28L. THIS SEEMED STRANGE TO US BECAUSE IF WE HAD MISSED THE CTLR TELLING US TO EXPECT A RWY CHANGE HE NEVER CALLED US AGAIN TO HAVE US REPLY. IT WAS SUNDAY AND VERY QUIET ON THE RADIO FOR PIT.
