ZNY CTLR DESCRIBED EVENT WHEN FLT CREW WAS ALLEGEDLY NOT INFORMED OF TURB ON FLT ROUTE AND ENCOUNTERED SEVERE TURB.
Narrative
WORKING RADAR AT SECTOR 68. AT THE BEGINNING OF THIS SESSION; I WAS ADVISED BY A REGIONAL JET OF SEVERE TURB IN THE CLBOUT FROM PHL TO DITCH INTXN. PHL APCH PROMPTLY STOPPED DITCH DEP TFC. APPROX 30-40 MINS ELAPSED WHEN WE HAD A DEP MESSAGE FOR AN ACFT X. HDOF POS CALLED PHL APCH AND WAS ADVISED ACFT X WAS A 'PATHFINDER.' ACFT X CHKED IN AT 12000 FT AND ADVISED HE NEEDED AN IMMEDIATE R TURN OR CLB. I TOLD HIM TO DEV AS NEEDED AND ASSIGNED FL240. UNRPTED SYS DEV. ACFT X FURTHER ADVISED HE WAS IN SEVERE TURB. I COULD HEAR IT WHEN HE SPOKE. BEFORE I CHANGED HIS FREQ; I ADVISED ACFT X THAT HE WAS THE FIRST DEP SINCE THE ORIGINAL RPT OF SEVERE TURB. HE SAID HE WAS PARKED BY THE RWY WAITING FOR A RERTE WHEN HE WAS UNEXPECTEDLY 'CLRED AS FILED.' NO MENTION OF SEVERE TURB OR 'PATHFINDER' STATUS WAS MADE. AN AREA OF EXTREME PRECIP WAS JUST NOW BEING DISPLAYED BY NEXRAD. OUR TMU INSISTED THAT ACFT X WAS ADVISED OF THE SEVERE TURB. I WAS VERY CONCERNED FOR THIS FLT'S SAFETY. HE NEVER SHOULD HAVE DEPARTED UNDER THESE CONDITIONS.
