Synopsis

A CRJ200 PILOT SEES A HYD LEAK THAT CONTRACT MAINT WILL NOT FIX. THE ACR MAINT CTL DIRECTS IT. AN INCORRECTLY SAFETIED AND LOOSE CONNECTION WAS FOUND.

Narrative

ZZZ CONTRACT MAINT ARRIVED TO FIX A FLAPS FAILURE FROM THE PREVIOUS CREW. WHILE MAINT WAS FINISHING THE PAPERWORK THE FO FOUND HYD FLUID LEAKING FROM UNDER THE R SIDE; OUTBOARD FLAP; INBOARD ACTUATOR. HE NOTIFIED MAINT WHILE I WAS AT THE GATE. MAINT TOLD HIM THAT HE KNEW ABOUT IT AND WE BOTH KNOW IT'S NOT RIGHT; BUT HYDS LEAK. WHEN I RETURNED; MAINT SHOWED ME THE LOGBOOK AND SAID I HAD A GOOD PLANE. THE FO INFORMED ME OF THE LEAK AND I CALLED ZZZ2 MAINT CTL WITH A NEW DISCREPANCY. CONTRACT MAINT RETURNED AND SEEMED UPSET. HE SAID HE KNEW ABOUT IT AND WALKED OFF. I CALLED ZZZ2 MAINT CTL AND EXPLAINED HOW A LEVEL OF TRUST HAS BEEN BROKEN. CONTRACT MAINT SAID THE LEAK IS OF NO CONCERN. I TOOK A FLASHLIGHT AND FOUND A STEADY DRIP OF FLUID WITH A 1 FT DIAMETER PUDDLE ON THE GND. AFTER ZZZ2 MAINT CTL SPOKE WITH HIM; CONTRACT MAINT HAD A CHANGE OF HEART. HE FIXED THE LEAK AND KEPT ME BRIEFED. FOUND THE SAFETY WIRE INSTALLED BACKWARDS AND A CONNECTION LOOSE. A CHIEF PLT WAS NOTIFIED AND A RPT WAS SUBMITTED. THIS IS A HUGE SAFETY CONCERN WHEN MAINT WILL NOT EVEN LOOK. WE CANNOT CONTINUE THIS LEVEL OF MAINT SVC IN ZZZ. IT IS UNPROFESSIONAL WHEN MAINT WILL NOT EVEN CHK OUT A LEAK AND THEN CALL IT GOOD. I WAS ABLE TO LOCATE THE LEAK BY USING A FLASHLIGHT IN LESS THAN 5 MINS. WE NEED TO FIND MAINT THAT IS WILLING TO WORK ALL THE TIME AND NOT OVERLOOK PROBS. HE SHOULD HAVE REMOVED HIMSELF FROM DUTY IF HE WAS TOO STRESSED TO WORK.
