B757 FLT CREW REPORTS BOTH HI STAGE BLEED LIGHTS ILLUMINATED DURING BLEEDS OFF TKOF. EMERGENCY DECLARED AND FLIGHT RETURNS TO FIELD.

Narrative

PROBABLY IMMEDIATELY AFTER (BLEEDS OFF; APU RUNNING) TKOF; BOTH HIGH STAGE BLEED LIGHTS ILLUMINATED. AFTER NORMAL (RAPID) CLEAN-UP (MAX PWR; BLEEDS OFF PWR); QRH PROC FOLLOWED. EMER DECLARED AND RETURNED FOR AN OVERWT LNDG IN ZZZZ. ZZZZ CTLRS WERE VERY PROFESSIONAL AND HELPFUL. CAPT ENLISTED THE HELP OF OUR JUMPSEATER TO CONTACT COMPANY. CAPT ALERTED FLT ATTENDANTS AND PAX. APCH AND LNDG UNEVENTFUL. CAPT WAS VERY THOROUGH AND CRM WAS EXCELLENT. AFTER CONSULTING THE HANDBOOK; WE FOUND A PARAGRAPH THAT SPOKE TO THIS SITUATION (UN-BLED ENGS ON MAX PWR TKOFS COULD LEAD TO THIS HAPPENING) WE WONDERED HOW THIS COULD BE NORMAL AND WHY WE HAD NOT SEEN IT BEFORE. THE PAX WERE FRUSTRATED (OBVIOUSLY) AFTER 2 HRS ON THE ACFT WITH NO FIX IN SIGHT. THEY WERE LET OFF THE AIRPLANE FOR FOOD VOUCHERS AND SOME REBOOKING. THE CREW MEMBERS COULD NOT EAT BECAUSE THE VENDORS IN THE ARPT WOULD NOT ACCEPT UNITED STATES DOLLARS AND AGENTS WOULD NOT GIVE US VOUCHERS. THIS IS MY SECOND EMER IN 8 MONTHS. MULTIPLE MEL'S ARE A DAILY EVENT. SMALL THINGS ARE DEFERRED (MECHANICAL CHKLISTS) AS WELL AS BIG THINGS (AUTO SPD BRAKES). THIS; IN AND OF ITSELF; IS BECOMING A GREAT DISTR TO THE CREWS; PLTS AND FLT ATTENDANTS ALIKE. EVEN IF IT'S JUST THE PERCEPTION THAT THINGS AREN'T WORKING SO WELL; THE PERCEPTION BECOMES AS RELEVANT AS THE REALITY IF THE DISTRS INCREASE TO THE POINT OF COMPROMISING PROCS AND SAFETY (WHICH DID NOT HAPPEN IN THIS EVENT).
