CRJ900 FO REPORTS STICK SHAKER AND GPWS WARNINGS DURING APPROACH DUE TO FLIGHT SPOILERS LEFT EXTENDED.

Synopsis

CRJ900 FO REPORTS STICK SHAKER AND GPWS WARNINGS DURING APPROACH DUE TO FLIGHT SPOILERS LEFT EXTENDED.

Narrative

THE CAPT WAS PNF AND THE FO WAS PF. WE WERE CLRED FOR THE VISUAL INTO RWY 27. THE ATC CLRNC LEFT US VERY HIGH (AROUND 10000 FT) ON THE APCH WHEN TURNING A R BASE TO FINAL. IN ORDER TO LOSE ALT; THE FO DEPLOYED THE FLT SPOILER AND REDUCED PWR TO IDLE. THE APCH WAS SEQUENCED AND BOTH PLTS WERE IN 'GREEN NEEDLES.' WE SHOT THROUGH THE APCH; THE FO DISENGAGED THE AUTOPLT; AND BEGAN CORRECTING TO RETURN BACK ON COURSE FOR THE FINAL. THE PNF CARRIED OUT THE NORMAL CALLOUTS MADE BY THE PF; HOWEVER; AN UNUSUALLY HIGH PWR SETTING WAS NOTED BY BOTH PLTS. SEVERAL AUDIBLE AND VISUAL CLUES INDICATED THAT THE AIRPLANE WAS NOT MAINTAINING THE PROPER GLIDE PATH ON APCH. BOTH PLTS NOTED THAT THE AIRPLANE WAS 'FALLING OUT OF THE SKY.' A STICK SHAKER WAS EXPERIENCED INDICATING AN IMPENDING STALL. THE PF ADVANCED THE THROTTLES TO MAINTAIN 160 KTS. WE RECEIVED 'PULL UP;' 'TOO LOW;' 'TERRAIN;' AND 'GS' AUDIBLE WARNINGS. A YELLOW CAUTION 'FLT SPOILERS DEPLOYED' WAS DISPLAYED AND THE PNF (CAPT) IMMEDIATELY RETRACTED THE FLT SPOILERS. THE AIRPLANE RECOVERED VERY QUICKLY AND A NORMAL DSCNT TO LNDG WAS INITIATED BY THE PF (FO) AND THE LNDG WAS UNEVENTFUL THEREAFTER. WHEN ATC LEFT US AT AN UNUSUALLY HIGH ALT; IT CAUSED THE PF TO DISENGAGE THE AUTOPLT; AND BEGIN OVERLOADING THE PNF WITH TASKS. DURING THE HIGH WORKLOAD; BOTH PLTS FAILED TO RECOGNIZE THAT THE FLT SPOILERS WERE STILL DEPLOYED. THE PF TOOK HIS HAND OFF THE FLT SPOILER LEVER AFTER THE AUTOPLT WAS DISENGAGED. CORRECTIVE ACTION WAS TAKEN TO RETRACT THE SPOILERS IMMEDIATELY AFTER THE YELLOW CAUTION; 'FLT SPOILERS DEPLOYED' WAS DISPLAYED. THE LNDG; THEREAFTER; WAS UNEVENTFUL. WHENEVER THE FLT SPOILERS ARE DEPLOYED; THE PF MUST KEEP HIS/HER HAND ON THE FLT SPOILER LEVER UNTIL FULLY RETRACTED. IF FOR ANY REASON THE PF MUST REMOVE HIS/HER HAND FROM THE FLT SPOILERS LEVER; THE PF SHOULD ASK THE PNF TO PLACE HIS/HER HAND ON THE FLT SPOILER LEVER AS A REMINDER UNTIL THE FLT SPOILERS ARE FULLY RETRACTED.
