B757 CAPT REPORTS GENERATOR FAILURE. GENERATOR IS IMPROPERLY MEL'ED FOR MORNING DEPARTURE CAUSING 5 HOUR DELAY.

Narrative

DURING CRUISE R GENERATOR FAILED; WE TOOK CARE OF IT; NOTIFIED MAINT CTL AND DISPATCH AND ON THE GND WE COORDINATED WITH STATION OP. WE FOLLOWED UP WITH A PHONE CALL TO MAINT CTL WHO ASSURED US THAT THEY WOULD TAKE CARE OF THE GENERATOR; HAVE SOMEONE FROM ZZZ COME UP TO ZZZ1 SINCE THE AIRPLANE STAYED OVERNIGHT TILL THE FOLLOWING MORNING. NEXT MORNING WE CAME OUT AND FOUND TO OUR SURPRISE THAT THE R GENERATOR WAS DEFERRED INOP. A LCL COMPANY MECH HAD PERFORMED WHATEVER MAINT CTL ASKED HIM TO DO BUT WAS TOLD THAT THEY WOULD SEND SOMEONE UP FROM ZZZ TO REPLACE THE GENERATOR. WE ACCEPTED THE ACFT AS PER DEFERRAL EVEN THOUGH WE HAD SCHEDULED TO DO 3 LEGS THAT DAY. DURING COCKPIT PREPARATION WE REALIZED THAT WE DID NOT HAVE A DEFERRAL STICKER. TALKED TO MAINT CTL; HE ASKED IF WE COULD PUT THE STICKER IN PLACE; WE SAID YES; BUT WE QUESTION IF THE REST OF THE DEFERRAL PROC HAD BEEN DONE; ESPECIALLY SINCE WE FOUND THE GENERATOR DISCONNECT SWITCH STILL SAFETY WIRED. CAME TO FIND OUT THAT THE PROC HAD NOT BEEN DONE OR SIGNED OFF EVEN THOUGH WE ALREADY HAD PART OF THE MAINT RELEASE PRINTED. WE WERE ASKED TO DO AN ENG START AT THE GATE AND DISCONNECT THE GENERATOR WHICH WE DECLINED TO DO SINCE THAT IS NOT A PROC WE WOULD DO UNLESS IRREGULAR PROC OR MAINT CTL WOULD ASK US TO DO SO AS THE BEST ACTION WHILE 'FLYING' NOT AT THE GATE. 2 MECHS CAME FROM ZZZ UNDER THE IMPRESSION THAT THE GENERATOR HAD BEEN REPLACED AND TO ENSURE THE JOB WAS DONE CORRECTLY; TO FIND OUT THAT THE GENERATOR HAD ONLY BEEN SVCED WITH 1 QUART OF OIL. ACCORDING TO THE MECHS THEY HAD 3 GENERATORS IN STOCK AND PLENTY OF WILLING MANPOWER TO HAVE DONE THE JOB RIGHT. WE DEPARTED R GENERATOR DEFERRED INOP CORRECTLY; 5 HRS LATE. THERE WERE 14 HRS TO DO THIS RIGHT AND NOTHING GOT DONE. LOTS OF PAX WERE INCONVENIENCED AND DERAILED IN THEIR PLANS; PEOPLE HAD TO WORK EXTRA HARD TO FACILITATE THE SITUATION AND SAFETY WAS JEOPARDIZED.
