ON APCH; SELECTING FLAPS 45 AND 3 KTS UNDER FLAPS LIMITATION SPD FOR THEIR CL-65 (CRJ-900); PLT REPORTS THE FLAPS OVERSPD CLACKER SOUNDED AND CONTINUED UNTIL 8-9 KTS UNDER SPD. OTHER FLT CREWS HAVE ALLEGEDLLY EXPERIENCED SAME ISSUE WITH -900'S.

Narrative

ON APPROACH INTO ZZZ FO CALLED FOR FLAPS 45 I CHECKED THE AIRSPEED WE WERE 3 KTS UNDER THE FLAPS LIMITATION SPEED FOR FLAPS 45; AFTER SELECTING FLAPS 45 WE RECEIVED THE FLAPS OVERSPEED CLACKER; I CROSS CHECKED THE STANDBY AND FO'S AIRSPEED AND ALL WERE UNDER THE LIMITATION SPEED AND THE CLACKER CONTINUED TO SOUND UNTIL WE WERE ABOUT 8-9 KTS UNDER THE SPEED. I HAVE HAD THIS HAPPEN BEFORE AND IT HAS ALSO HAPPENED TO OTHER CREW MEMBERS. THIS APPEARS TO BE A PROBLEM WITH THE CRJ'S LOGIC.CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THIS ISSUE CONTINUES ON THE CRJ-900'S WITH THE FLAPS OVERSPD CLACKER SOUNDING PREMATURELY AT FLAPS 45 SETTING. CURRENTLY HIS CARRIER IS 'MONITORING' THE SITUATION. HE DOES NOT KNOW WHAT THE MAINT SIGN-OFF FOR THE CLACKER WAS; BUT THE ISSUE OF THE CRJ'S LOGIC SYSTEM CONTINUES TO COME UP IN DISCUSSIONS. RPTR STATED HE THOUGHT THERE WAS AN AIRWORTHINESS DIRECTIVE (AD) ISSUED ABOUT FLAP ISSUES WITH THE CRJ-100 AND POSSIBLY EVEN THE -200'S.
