Synopsis

A CRJ FLIGHT CREW WAS DISPATCHED WITH AN INOPERATIVE RIGHT AIR CONDITIONING PACK; AND EXPERIENCED FAILURE OF THE LEFT PACK ON FINAL APPROACH.

Narrative

FLT ON NOV/XA/08; ZZZ1-ZZZ2; OPERATED WITH KNOWN DEFERRAL OF R PACK. UPON LNDG IN ZZZ2; I CALLED ZZZ1 MAINT CONCERNING VERY WARM CABIN TEMPS WITH MANY COMPLAINTS FROM PAX. MY CREW AND I WERE GOING TO BE TAKING THE SAME SHIP OUT IN THE MORNING TO ZZZ. I ASKED MAINT IF THEY COULD FIX THE PACK OVERNIGHT DUE TO THE DISCOMFORT OF THE PAX. MAINT SAID THEY WERE UNABLE TO FIX THE PROB IN ZZZ2 AND THAT CONTRACT MAINT WAS NOT EQUIPPED TO HANDLE THE ISSUE. ON NOV/XB/08 WE DEPARTED ZZZ1 TO ZZZ WITH SAME SHIP NUMBER; BUT THIS TIME WITHOUT ANY COMPLAINTS OF CABIN TEMP. UPON DEP FROM ZZZ; WE RECEIVED A CAUTION L PACK HIGH TEMP MESSAGE ON TKOF. MY FO HAD THE CTLS AND I RAN THE QRH. IN THE MIDDLE OF THE L PACK HIGH TEMP ABNORMAL CHKLIST; WE RECEIVED A COOL CAUTION MESSAGE. I FINISHED WITH THE PACK HIGH TEMP CHKLIST AND THEN RAN THE COOL ABNORMAL CHKLIST. IN THE MIDDLE OF THAT CHKLIST; WE RECEIVED A CABIN PRESSURE CAUTION MESSAGE. I FINISHED THE COOL ABNORMAL CHKLIST AND RAN THE CABIN PRESSURE ABNORMAL CHKLIST. I PUSHED THE RAM AIR BUTTON BUT IT DID NOT WORK; NOR DID THE SWITCH LIGHT UP. I THEN PUSHED THE EMER DEPRESSURIZATION BUTTON BUT IT DID NOT SEEM TO WORK. I HIT THE EMER DEPRESSURIZATION AGAIN AND IT WORKED. BY THIS TIME WE WERE ON FINAL APCH INTO ZZZ3. WE FLEW THE ILS AND LANDED SAFELY WITH THE CABIN UNPRESSURIZED. UPON ARR AT THE GATE; WE CALLED ZZZ1 MAINT AND WROTE UP THE PROB IN THE MAINT CAN. AIRLINE SENT THEIR REGIONAL MAINT MGR TO THE ACFT AND HE BEGAN TO DECIPHER THE PROB. I BELIEVE THE PROB COULD HAVE BEEN PREVENTED HAD ZZZ2 MAINT NOT DISPATCHED THE ACFT WITH THE R PACK DEFERRED. THE SHIP WAS GOING TO BE FLYING FOR THE NEXT FEW DAYS BEFORE ARRIVING BACK IN ZZZ2. I NOTIFIED MAINT ABOUT THE PAX COMPLAINTS AND NOTHING WAS DONE TO RECTIFY THE PROB IN ZZZ2.
