ACR X HAD A PROB ON A CRJ; A MESSAGE ON THEIR ONBOARD MAINT COMPUTER INDICATED A STALL WARNING PROB INTERFACED SOMEHOW THROUGH THE PITOT STATIC SYSTEM. NO OTHER MECH ON DUTY FELT COMFORTABLE WITH THE SITUATION INCLUDING MR X; OUR WELL SEASONED AVIONICS LEAD. SUPVR MR Y SAID HE WAS SURE HE HAD PERSONALLY TRAINED ME ON THEIR LOGBOOK PROCS; MAYBE 3 OR 4 YRS AGO SO I'M QUALIFIED TO CHK OUT THE PROB. I DON'T RECALL THE TRAINING BUT MAYBE SO; SO I ASKED TO SEE MY LOGBOOK TRAINING RECORDS; MR Y SAID HE'D GET IT. SINCE NO ONE ELSE FELT COMFORTABLE WITH THE SITUATION; MR Y INSINUATED IT WAS MY SOLE RESPONSIBILITY TO DEAL WITH THIS AVIONICS MATTER. I TOLD HIM AGAIN I HAD NO KNOWLEDGE WHATSOEVER WITH THIS TYPE OF ACFT OR THE SYSTEM(S); BUT HE KEPT IT UP. AFTER MORE NON-STOP ARGUMENT AND BADGERING FROM MR Y; I HAD ENOUGH OF THIS IRRATIONAL SITUATION; SO I WENT OVER TO THE TERMINAL; MR X FOLLOWED ME OUT AND WENT WITH ME. WE GOT OVER THERE; THE PLTS EXPLAINED THE SITUATION; AND WE WERE JUST AS CLUELESS ON THE ACFT AS WE WERE IN SUPVR'S OFFICE. MR X AND I TOLD THEM WE WERE UNFAMILIAR WITH THE ACFT AND THE SYSTEM. A SHORT TIME LATER; LEAD MECH; MR W; CAME OVER THERE; HE WAS FAMILIAR WITH CRJ'S FROM A PREVIOUS JOB; OPENED THE STATIC SYSTEM; DRAINED SOME WATER. NO FIX; SO HE FERRIED IT OUT. I GOT BACK TO THE HANGAR. LATER ON; I ASKED MR Y IF HE FOUND MY TRAINING RECORDS YET; HE SAID HE'S STILL WORKING ON IT. I THEN ASKED HIM WHY HE WENT TO MAINT INSTEAD OF AVIONICS SINCE THIS WAS AN AVIONICS PROB. HE SAID AT ALL OTHER AIRLINES; THE MECHS DEAL WITH THIS SORT OF THING. I SAID; THIS IS NOT ALL OTHER AIRLINES; THIS IS ACR Y AIRLINES. I ASKED HIM IF MY ACR X TRAINING REFLECTED ANY PROC OR REVISIONS; OR WERE THERE ANY REVISIONS POSTED ON THE BOARD FOR ALL TO SEE. HE SAID 'C'MON; YOU KNOW HOW THAT GOES.' I SAID 'I KNOW EXACTLY HOW THAT GOES BECAUSE IN ZZZ1 IF THERE WERE ANY CHANGES; TO THE BEST OF MY KNOWLEDGE; THEY WERE POSTED ON THE BOARD FOR ALL TO SEE.' HE THEN SAID ANY TIME HE TELLS ME TO DO SOMETHING; I AM SUPPOSED TO DO IT; WITHOUT QUESTION I GUESS. SO AS OF XF00 ON DEC/XA/08; MY ACR X LOGBOOK TRAINING RECORDS HAVE NOT MATERIALIZED. I WAS STATIONED IN ZZZ1 WITH ACR Y. WE DID CONTRACT MAINT FOR NUMEROUS AIRLINES. IT WAS ALWAYS POLICY THAT IF AN ACR Y INDIVIDUAL DID NOT HAVE THE FAMILIARIZATION/CONTRACT MAINT TRAINING FOR ANY AIRLINE IN NEED OF CONTRACT MAINT; THEN WE WERE NOT ALLOWED TO PERFORM MAINT ON THEIR ACFT. I ASKED THE PLTS ABOUT LOGBOOK REVISIONS AND THE CAPT SAID THE MAINT LOG AND FERRY PERMIT WERE REVISED LAST YR ABOUT THE SAME TIME. THE REVISION DATE ON THE FERRY PERMIT WAS 09/07. I WOULD ASSUME; AS IN ZZZ1; ANY REVISIONS FROM CONTRACT MAINT CARRIER'S PUBS OR PROCS WOULD BE POSTED ON THE BOARD FOR ALL TO SEE. I'M SURE I HAD TRAINING IN ZZZ1 FOR ACR X 10 OR 15 YRS AGO WHEN THEY WERE OPERATING A DIFFERENT ACFT FLEET. APPARENTLY; ACR Y MAINT IS THE PRIMARY CONTRACT MAINT FOR ACR X IN ZZZ ACCORDING TO MR Y. UNTIL YESTERDAY; THE MECHS IN ZZZ WERE UNDER THE ASSUMPTION THAT FBO TOOK CARE OF THAT; WHICH THEY'VE BEEN DOING SINCE ACR X HAS BEEN FLYING TO ZZZ. SPECIFIC WORDING IN THE MAINT POLICIES PERTAINING TO ACR Y MAINT PERSONNEL PERFORMING CONTRACT MAINT AND TRAINING IN CONTRACT MAINT ON OTHER AIRLINES PROCS AND SPECIFIC EQUIP.
