Narrative
Mr.X and I replaced the Parking Brake Control Cable on a CRJ-200 aircraft in June 2009 and completed the Operational Check and I signed it off in the Logbook approximately early afternoon. I was reinstalling the clamps in the Avionics bay and side panel; while Mr.X was reconnecting the cable to the Brake Control in the forward panel. Then I went upstairs to perform the Operational Checks and he was downstairs making any required adjustments. The system checked good and I went down and reinstalled the panel I was working on and Mr.X reinstalled the other panel. I failed to check behind him to ensure everything was installed. Mr. X called me later in the evening and asked if I had installed the nut and cotter pin; because he couldn't recall installing them and was hoping that I had. Then he said he was going to call the Gate Lead and let them know so that it could get Inspected to see if it was installed. I was informed that Mechanics were sent to the aircraft and found the parts missing and installed them. With both of us working on the installation I assumed Mr.X had installed the parts after checking the rigging and apparently he thought I had installed them. There was no way to tell; while we were completing the Operational Checks; because the Parking Brake system would operationally check fine; with the hardware missing. I will have to check over the other Mechanic's work after finishing a task; before signing it off.
Second reporter narrative
I was sent to assist with an A/C. We troubleshot to a bad parking brake cable. We replaced the cable and I told him to leave the top 2 clamps loose to install the handle. I was unable to install the handle because he tighten the top 2 clamps so I went into the avionics bay and loosened the 2 clamps so I could properly install the handle. We were having difficulty rigging the new one so I sent him to the cockpit and was able to rig it properly. I thought he installed the nut; washer; and new cotter pin on the turnbuckle that connects to the brake control valve when I was in the avionics bay or when I was in the flight deck. He thought I put it on. I called him to ask; because I did not remember him securing the turnbuckle. He said he did NOT. I called and the aircraft had just taken-off. I do remember seeing the nut lying on the ground with his tools at one point and was sure he would not forget to put it back on; because it would be left over. I notified maintenance to correct the problem.
