During an attempted takeoff for an aerial application flight, the pilot observed that the engine power seemed low. Despite this, he continued the takeoff. After realizing the airplane would not remain airborne, the pilot pulled the dump handle, releasing approximately 40 gallons from the 150-gallon load. The airplane became airborne roughly 300 feet before the departure end of the runway, at which point it experienced a total loss of engine power. The pilot lowered the nose, and the airplane impacted the runway's overrun area, nosing over. It came to rest inverted about 300 feet past the departure end of the runway.
