Incident Summary
A pilot conducted a local flight from an airport where the Low Intensity Runway Lights (LIRL) were known to be inoperative. Upon returning later that night, the pilot attempted to activate the LIRL, but only one side of the runway edge lights illuminated. To assess the situation, the pilot performed a low approach to observe the functioning lights and then executed a go-around.
Sequence of Events
During the second approach, the pilot planned another low approach to identify runway paint markings. If the markings were visible, the pilot intended to continue the low approach into a landing. While executing this second low approach, the airplane collided with a structure that served as a precision approach path indicator. The pilot reported no anomalies that would have precluded normal operation of the airplane.
Damage
The airplane sustained substantial damage to the fuselage and both wings.
Airport Information
A review of the airport facility directory indicated that the LIRL were listed as inoperative indefinitely, but also noted that the lights could be activated via the common traffic advisory frequency.
