What happened
On June 25, 2016, an incident occurred within the Bydochsz-Szwederowo Controlled Zone (CTR EPBY). A member of the Bydgoszcz Aero Club's parachute drop personnel initiated radio contact on the Bydgoszcz Tower frequency (131.000 MHz). The individual attempted to coordinate a departure time for a jump flight; however, no parachute jumps were scheduled to take place at that time. This unauthorized communication interfered with the ability of air traffic controllers to communicate with other aircraft operating within the CTR.
The investigation
The investigation, conducted by the Bydgoszcz Aero Club, established that the radio transmissions were inconsistent with the existing cooperation agreement between the Polish Air Navigation Services Agency (PAŻP) and the Aero Club. The investigation focused on the nature of the communication and the breach of established protocols regarding frequency usage.

Following the investigation, the jump coordinator was instructed on the mandatory rules and protocols regarding radio communication with Bydgoszcz Tower.
