Accident Overview
A pilot was practicing crosswind landings at a nearby airport. The airplane departed with 10 gallons of fuel. About an hour later, during an approach to land on the runway numbers, the pilot reported encountering a sudden event. Shortly before crossing the airport perimeter fence, the pilot stated that either wind shear or a sudden downdraft caused the airplane to descend. The nose landing gear struck the fence, and the airplane impacted the ground short of the intended runway.
Pilot Interview
In a follow-up interview with a National Transportation Safety Board investigator, the pilot clarified that during the approach the engine had been running the entire time without issues. When the downdraft was encountered, the pilot applied full power but observed no appreciable response, and the airplane continued descending. The pilot also reported that carburetor heat was not used during the approach. Additionally, the pilot stated that there were no preaccident mechanical failures or malfunctions that would have precluded normal operation.
Aircraft Damage
The airplane sustained substantial damage to the fuselage and horizontal stabilator.
Weather Conditions
According to recorded data from the automated weather observation station at the airport, about the time of the accident the wind was from 210° at 8 knots, visibility was 10 statute miles, clouds were overcast at 1,100 ft, temperature was 68°F, dew point was 63°F, and the altimeter setting was 29.96 inches of mercury. The airplane was landing on runway 22.
Carburetor Icing Conditions
Review of the Federal Aviation Administration Carburetor Icing Chart for the given temperature and dew point revealed that the conditions were conducive to "serious icing (glide power)." Additional information is available in Special Airworthiness Information Bulletin CE-09-35 in the public docket.
