Pilot Account
The pilot stated that while on approach to land, the engine sputtered and then experienced a complete loss of power. To extend the glide distance, the pilot retracted the flaps. However, the airplane was unable to reach the runway. The pilot executed an off-airport landing on a service road situated between two buildings. During the landing roll, the airplane veered left and impacted a tree.
Preflight and In-Flight Fuel Observations
The pilot reported that during the preflight inspection, the fuel level was at the bottom of the 1/2 mark on the diamond wood dipstick, and the fuel gauge also reflected that level. During the accident flight, the pilot checked the fuel gauge again and observed that it indicated a fuel level just above 1/4 tank.
Post-Accident Examination
The airplane sustained substantial damage to the fuselage, left wing, and empennage. The pilot reported that there were no preaccident mechanical failures or malfunctions with the airplane that would have precluded normal operation. A Federal Aviation Administration inspector examined the airplane and reported that only about 16 ounces of fuel was drained from the airplane's fuel system. No fuel leaks were identified.
