Accident
On August 9, 2020, at approximately 1430 central daylight time, a Piper PA-22-150 airplane, registration N6849B, was substantially damaged in an accident near Burlington, Wisconsin. The pilot reported minor injuries, while the passenger sustained serious injuries. The flight was conducted under Title 14 Code of Federal Regulations Part 91 as a personal flight.
Flight History
The pilot stated that during takeoff and initial climb, the engine was not producing expected RPMs. The airplane did not climb well, and the pilot anticipated difficulty clearing small trees at the runway end. He maneuvered through a low spot in the trees after determining insufficient runway remained for landing. Several pitch maneuvers resulted in minimal altitude gain. The pilot considered applying carburetor heat but concluded it would guarantee a power loss before another line of trees. He cleared one tree line but then struck the next, causing the airplane to nose down, impact terrain, and come to rest inverted in a residential yard. The pilot speculated that carburetor ice caused the reduced engine power.
Witness and Video Evidence
Witnesses and surveillance video from Burlington Municipal Airport (BUU) showed the airplane departing turf runway 19. It achieved a gradual climb to approximately 30 to 35 feet above ground level, then maintained that altitude before disappearing behind trees south of the airport.
Damage and Examination
The airplane sustained substantial damage to the fuselage, both wings, and empennage. Postaccident examination of the airframe and engine revealed no evidence of mechanical malfunctions or failures that would have precluded normal operation.
Atmospheric Conditions
A carburetor ice probability chart indicated that atmospheric conditions at the time were conducive to icing at glide and cruise power. Federal Aviation Administration Advisory Circular 20-113 advises pilots to regularly use carburetor heat under conditions known to be conducive to atmospheric icing and to remain alert for indications of icing in the fuel system.
