What happened
On July 20, 2014, at approximately 15:23 UTC, a Vans Aircraft RV-7, registration CS-XCB, landed at Cascais Municipal Aerodrome after a flight from Tojeira. Following its arrival, the pilot of the CS-XCB exited the runway to the left and began taxiing via taxiway J, notifying Cascais Tower of its movement.
Simultaneously, a Cessna 172, registration G-CHZI, which was operating a flight training mission, was taxiing from apron E toward taxiway F for run-up procedures. At approximately 15:22 UTC, Cascais Ground had instructed the crew of the G-CHZI to come to a halt. The crew of the G-CHZI complied immediately, stopping the aircraft near the entrance to taxiway L, adjacent to the fuel facilities.
As the CS-XCB continued its taxi via taxiways J and L toward apron E, it struck the stationary G-CHZI. The pilot of the CS-XCB sustained no injuries.
The investigation
The GPIAA investigation examined the movements of both aircraft and the instructions provided by ground control. The investigation established that while the G-CHZI had been ordered to stop and had successfully halted its movement, the CS-XCB continued its taxi route through the intersection of the taxiways, resulting in the collision.
