What happened
On August 6, 2023, an ULTRAMAGIC T-180 hot air balloon, registration EC-LXM, was completing a commercial tourist flight near Lences de Bureba, Burgos. The flight, operated by Estratos Publicidad Aerostática S.L., had departed from the vicinity of Oña approximately one hour earlier.
During the landing phase, while the aircraft was making contact with the ground under surface wind conditions of less than 20 km/h, a passenger moved from their designated position within the basket. This movement resulted in the passenger stepping on an adjacent passenger, causing a serious injury consisting of a fractured left fibula. The basket did not overturn during the landing, and no damage was sustained by the aircraft.
The investigation
The investigation examined the flight procedures, meteorological conditions, and the safety protocols established by the operator. It was confirmed that the pilot had conducted a safety briefing prior to departure, which included instructions on the mandatory landing position. This position requires passengers to face the direction of travel, bend their legs, and firmly grasp the internal handles of the basket.
Meteorological data from the nearest AEMET station indicated wind speeds of approximately 5 knots, well within the operational limits specified in the aircraft's flight manual. The investigation also reviewed the passenger's movement and the physical impact that led to the injury.
