What happened
During the flight investigation and acceptance testing of a RAF 2000 GTX-SE, registration G-CBAG, in Black Notley, Essex, on 17 May 2002, it was discovered that the aircraft had been modified with additional aerodynamic surfaces. These modifications involved the installation of a dual fin stabilizer featuring a small horizontal section.
The investigation
The investigation examined the circumstances surrounding the aircraft's presentation for CAA acceptance. While initial reports suggested the stabilizers were part of the original test submission, the investigation established that these components were actually fitted during the flight investigation process itself. Crucially, these changes were implemented without consulting the CAA.
Findings
- The installation of the dual fin stabilizer and horizontal section constituted an unapproved modification.
- Because the modifications were performed without regulatory reference, they fell outside the established terms of reference for the flight investigation.
- The presence of these unauthorized surfaces invalidated the existing Permit to Fly for Test Purposes.
- The CAA subsequently instructed that the additional surfaces be removed before any further flight operations could occur.
