What happened
On March 3, 2014, a Piper PA-34-2/20T carrying one pilot and five passengers departed São Miguel do Oeste, PR, bound for Santiago, PR. Approximately 30 minutes into the flight, the pilot experienced a loss of engine parameter indications on the left engine. Although the engine continued to operate normally, the pilot decided to divert to the nearest available airfield.
The pilot opted to land at Santo Ângelo (SBNM), despite the airfield being closed for construction work as per NOTAM E0636/2014. The landing was completed without damage to the aircraft, and all six occupants remained uninjured. Following the landing, the regional manager of the airfield notified the authorities regarding the unauthorized use of the closed runway and the nature of the mechanical issue.
The investigation
CENIPA investigators established that the pilot was in contact with the SERIPA V team and was instructed to remain at the airfield until an investigation team could arrive. The pilot was also explicitly informed that a departure from SBNM was prohibited without authorization from ANAC, due to the airfield's closed status. However, the pilot disregarded these instructions and departed the airfield at approximately 17:30 UTC for an unknown destination, traveling alone.
Investigation of the aircraft, registration PR-FIB, confirmed that the pilot held valid medical and technical certifications, with significant flight experience in the model. The aircraft's airworthiness certificate was valid, and the weight and balance were within limits. No maintenance was performed on the aircraft while it was parked at the airfield.
