What happened
On August 3, 2022, at approximately 20:47 UTC, a runway incursion occurred at Santa Genoveva Airport (SBGO) in Goiânia, Brazil. The incident involved two aircraft: a Beechcraft C90GTI, registration PP-POD, operating an IFR arrival, and a Cessna 152, registration PR-SKV, conducting a local VFR instructional flight.
Prior to the event, the air traffic controller at Goiânia Tower instructed the PR-SKV to shorten its approach to the base leg to facilitate sequencing. While the PP-POD was on its final approach, the controller authorized the PR-SKV to land and simultaneously requested that the pilot expedite taxiing to vacate the runway via taxiway C.
As the PP-POD approached the runway, the controller informed the crew that the PR-SKలకు was still crossing the threshold and would land within seconds. The controller then authorized the landing of the PP-POD while the PR-SKV was still occupying the runway. Shortly after the PP-POD made touchdown, the controller observed that the PR-SKV had failed to vacate the runway via taxiway C and instead performed a backtrack. The controller immediately instructed the PP-POD to execute a go-around. Both aircraft remained undamaged, and all three occupants were unharmed.
The investigation
CENIPA's investigation examined the air traffic control sequences, audio transcriptions, and the operational procedures at Goiânia Tower. The investigation reviewed the qualifications of the flight crews and the air traffic controllers, as well as the technical status of both aircraft.
Investigators analyzed the use of non-standard phraseology by the controller and evaluated the adherence to ICA 100-37/2020 regulations regarding landing priorities and runway separation. The investigation also looked into the mechanical issues reported by the PR-SKV crew, specifically a reported brake problem, and the experience level of the student pilot acting as pilot flying in the PR-SKV.
